Job Description
Health Science Officer

These positions are located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), VA Central Office under the Clinical Science Research and Development (CSR&D) Service which is one of four components that comprise ORD. CSR&D supports human studies research, including, interventional and effectiveness studies, clinical, epidemiological and technical studies of disorders and diseases of importance to the health of Veterans. Duties include, but are not limited to:

  • Advising and supporting the Director/Deputy Director of CSR&D in the planning, development and operation of the CSR&D Service.
  • Making recommendations about the appropriate assignment of research proposals to the various merit review committees.
  • Identifying and recruiting, according to SOP's, VA and non-VA scientists to serve on peer review committees.
  • Assessing the special expertise needed to review each proposal and making appropriate reviewer assignments.
  • Conducting review meetings and providing policy guidance to applicants, funded investigators, reviewers, special interest observers, and non-VA counterparts.
  • Making constructive comments and recommendations to the Deputy Director and Director of CSR&D regarding funding and conditional approval.
  • Evaluating merit review projects recommended for funding in assigned areas and critically analyzing portfolio activity.
  • Providing insight in human subject research in compliance with VA policies and guidance.
  • Managing assigned portfolios.
  • Developing a comprehensive strategic plan of identifying and addressing clinical research needs.
  • Serving as the primary point of contact for all programmatic and scientific issues related to proposed, planned, ongoing and completed activities in assigned portfolio.
  • Preparing responses to inquiries and reports about clinical science studies.
  • Representing ORD in communications and/or meetings with senior management within and outside VA, non-government experts, and the public.
  • Serving as a liaison to other Federal agencies and internal VA committees in areas pertinent to the health care needs of Veterans.
  • Resolving difficult or unusual problems identified by staff or investigators often by mediating between VA Research and Development (R&D) offices and investigators.
  • Reviewing project reports to assess investigators' compliance with clinical research program guidelines.
  • Evaluating proposed work for scientific or budgetary overlap.
  • Maintaining awareness of Federal research funding overall for assigned portfolio topics through literature and database reviews.

Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement and current employees applying under the Veterans Employment Opportunities Act of 1998 (VEOA).

Selective Placement Factor: This position includes a selective placement factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The selective placement factor for this position is: Experience as a scientific review officer (SRO) as well as research administration which included managing a panel to review research proposals for consideration of funding by identifying and recruiting scientists with appropriate expertise, coordinating the review, processing the outcomes of review according to applicable policies and procedures, and overseeing research studies as Principal Investigator or program officer.

Basic Requirement: You must possess a bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing policies, procedures, and criteria for administration of a medical research program; developing project presentations, budget recommendations, and resource allocations for research projects; managing the scientific review process; making recommendations regarding appropriate assignment of research proposals to the various merit review committees; identifying individuals to serve on peer review committees; managing portfolios of research projects; evaluating research projects; and providing advice and guidance to managers and researchers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
