Job Description
Medical Administration Specialist

The Administrative Officer of the Day (AOD) is a management position, located in the Office of the Chief, Medical Administration Service (MAS), whose responsibility is to represent the Medical Center Director and the Chief, MAS on all administrative matters occurring on other than normal tours of duty. The AOD is delegated full authority and responsibility to exercise the Medical Center Director's prerogative in medical administration matters occurring during their other than normal tour of duty; represent and act on behalf of the Medical Center Director in (non-policy making) administrative matters; represent management in matters pertaining to the retention of Veterans in the Veterans Affairs Medical Center; maintain continuity of functions and provide all medical administration support on other than normal tours of duty; responsible for achieving management objectives and supporting the decisions of management in carrying out duties; provide technical guidance necessary to meet procedural and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources. Some of the primary duties and responsibilities include 1) Serve as advisory resource to MAS personnel assigned to other than normal tours of duty, 2) Assist in the coordination of emergency annual and sick leave for MAS personnel on assigned tour, 3) Administratively approve and coordinate tests and procedures that cannot be done at the medical center, 4) Coordinates patient referrals and transfers to and from the medical center, 5) maintain other reports and statistics as requested/required: i.e. Wounded Warrior, Activity Duty, hospital and ED diversions and 6) Respond to emergencies, determine priorities, and nature of action to be taken. Notify authorities as situation dictates.

Work schedule: This position has a non-traditional Tour of Duty. While working within a 24 hour 7 day a week facility, the assigned tour of duty can include normal business hours, evening hours, weekend hours and holiday hours.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related.   • Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.

You will be rated on the following Competencies for this position:
  • Administrative and Management - having knowledge of the VA Medical Center and the organization's functions, specialties and programs of its various services, sufficient to coordinate administrative activities relating to the care of patients.
  • Communication - having the ability to communicate effectively, both orally and in writing, in order to explain technical information and to establish good public relations, resolve problems, provide authority, guidance and advice, and deal with people affected by substance abuse and mental incapacities.
  • Technical Competency - having knowledge of computer menus and options used to effect patient movement, entering or editing patient data, updating records or other patient care activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work requires much walking throughout the medical center with the occasional requirement of lifting objects such as suitcases, clothing, or medical charts.

Work Environment: Work is accomplished in a busy, generally congested office area. The AOD routinely goes to most sections within the hospital including offices, clinics, wards and laboratories.
