Job Description
Health System Specialist (GHATP- Recent Graduate)

The Amarillo VA Health Care System is recruiting a Health System Specialist (Recent Graduate) to be assigned to the Office of the Director, and will work closely with all management staff. The primary purpose of this position is to train the incumbent in providing support to top management and learning to lead a VA Healthcare Delivery System or a smaller component/function of a VA Medical Center or Healthcare System. This training is intended to build upon and enhance basic knowledge, skills, and abilities previously obtained through higher education and experience. The incumbent is expected to acquire additional knowledge, abilities, and skills relating to analyzing, planning, and professional and public relations. The incumbent will receive direction and guidance relating to the analysis of all area of management including but not limited to:

-Planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations of the healthcare system.
-Learn how the development of policies and departmental program goals and objectives relate to the VA Mission.
-Become thoroughly acquainted with the Quality Assurance Program, JCAHO Accreditation, Current Procedural Terminology (CPT), International Classification of Diseases (ICD-9-CM), along with internal review activities, such as surveys and audits.
-Attend budget review meetings, committee meetings and report how decisions made impact operations.
-Using technical skills and scientific methodologies to resolve critical programmatic, organizational and functional problems.
-Given direction from a professional service perspective in such personnel matters as discipline, rewards and recognition, reassignment, staff adjustments and realignments, labor/management relationships, affirmative employment, alternative dispute resolutions and grievances.
-Involvement in Public Relations Program to include contact with the news media, veterans organizations, stakeholders and other community organizations.

Work Schedule: Monday - Friday; 8:00 am - 4:30 pm or as agreed upon with the possibility of extended hours and weekends.

ELIGIBILITY REQUIREMENTS:
Must be a citizen of the United States.
Must be proficient in basic written and spoken English.
Candidates must have graduated within 2 years of degree (or 6 years for preference eligible veterans precluded from applying due to military Service), or will have graduated by June 9, 2018 with a Master's degree in one of the following:

Public Health (MPH)
Health Care Administration (MHA)
Health Services Administration (MSHA)
Other Health Care Management/Administration degree
Business Administration (MBA)/Public Administration (MPA) with minimum of 2 health care administration courses.

Graduate Education: Candidates must possess a degree in a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration that is recognized by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Preferred candidates will possess a degree from a program approved by the Commission on Accreditation of Healthcare Management Education (CAHME), the Council on Education for Public Health (CEPH), the Association of University Programs in Health Administration (AUPHA), the Association to Advance Collegiate Schools of Business (AACSB), National Association of Schools of Public Affairs and Administration (NASPAA) or the Association of Collegiate Business Schools and Programs (ACBSP).

Upon successful completion of the training program, Recent Graduates may be eligible for non-competitive conversion to a permanent or term appointment into a position within the VA Health Care System. Preceptors work with Recent Graduates to find a position that best fits their skills, needs, and circumstances. To be eligible for conversion to a permanent or term position, Recent Graduates must:

Successfully complete at least 1-year of continuous service in addition to all requirements of the Program.
Demonstrate successful job performance.
Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.

**Applicants must be willing to relocate at the time of successful completion of the GHATP training program. Mobility agreement required**

If no positions are available at the Amarillo Veterans Health System at the time of successful completion of the GHATP program, the Recent Graduate may be placed at another VA Healthcare System, and therefore the Recent Graduate must relocate.
