Job Description
Deputy Assistant Inspector General for Management and Administration
The incumbent of this position serves as Deputy Assistant Inspector General for Management and Administration and, in that capacity, provides executive leadership and program direction to the work activities of over 100 employees assigned to 5 organizational elements: Operations Support Division, Information Technology and Analysis Division, OIG Hotline, Administrative and Financial Operations Division, and Budget Division. Functional responsibilities include: budget formulation and execution; financial management; information technology and data analysis; Hotline complaint operations; electronic report publication; follow-up reporting and tracking of OIG recommendations; human resources; procurement; organizational planning; policy development; space management; and internal controls.Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

A. Technical Professional Competencies All applicants must include a narrative statement showing how their knowledge and experience relates to the following Technical Professional Competencies (TPCs). The narrative statement should not exceed two pages for each competency.

TPC 1: Demonstrated knowledge and management experience in planning, leading, and directing a broad range of operational programs and functions (e.g., information technology services, budget formulation and execution, financial management, human capital management, business process reengineering, procurement, space management, and training).

TPC 2: Demonstrated experience with analyzing and coordinating program efforts with other internal and external offices and representing the organization to key individuals and groups outside the immediate work unit.

B. Executive Core Qualifications The following Executive Core Qualifications (ECQs) are mandatory UNLESS you are a current member of the Career SES, a former Career SES member with reinstatement eligibility or an OPM/QRB certified candidate. The narrative statement should not exceed two pages for each Executive Core Qualification.

  1. LEADING CHANGE - Ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

  2. LEADING PEOPLE - Ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

  3. RESULTS DRIVEN - Ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

  4. BUSINESS ACUMEN - Ability to manage human, financial, and information resources strategically.

  5. BUILDING COALITIONS - Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your r?sum?.

2. Most recent performance appraisal.

3. Your narrative statement concerning the Mandatory Qualifications Requirements (ECQs and TPCs).

4. If applying for noncompetitive consideration, please include a copy of Standard Form 50, Notice of Personnel Action, showing appointment to an SES career position. Please note that block 34 must show a 4 (SES Career) to receive non-competitive consideration, all others must submit the ECQ responses.

5. QRB-certified candidates must also submit proof of certification.
