Job Description
Supervisory HR Specialist (IS)

The Supervisory Human Resources Specialist (Information Systems) position is located in Human Resources Line of Business (HR LOB) Program Management Office (PMO) under the Office of Human Resources and Management (OHRM), Department of Veterans Affairs (VA), and reports directly to the Director, HR LOB PMO. The incumbent will supervise one of two teams responsible for the planning, implementing and operations of the VA-wide migration to an HR LOB Shared Service Center (SSC), USA Staffing, and other Human Resources Information Systems (HRIS). The HRIS migration is an important component of the Government-wide HR LOB and the basis for the Secretary's T21 Imitative. As a Supervisory Human Resources Specialist (Information Systems) you will be responsible for duties that include, but are not limited to:

  • Providing oversight, direction, coordination and leadership to teams involving various areas of HR LOB initiatives and activities as it relates to HRIS.
  • Planning and implementing various phases of migration, upgrades, continuous quality improvement and maintenance of the automated HRIS.
  • Directing a team responsible for researching and analyzing the logistics, issues and VA's program requirement for the SSC to determine customization needed for VA's workforce.
  • Organizing pilot implementation plans, assessing pilot results and modifying VA plans accordingly; and planning, organizing and directing VA wide migration based on pilot information. ?, Identifying and determining training priorities for the SSC product and VA-wide, conducting customer surveys; administering ongoing program changes; and providing guidance on employee records within HRIS.
  • Coordinating with other organization teams and contractors that are responsible for developing HR solutions such as ePerformance, eClassification, USA Staffing, etc., to interface with the HRIS SSC.
  • Approving leave requests, resolving minor employee complaints; establishing performance plans and evaluate performance; and make recommendations concering promotions, reassignments and awards.
Work Schedule: VA supports flexible scheduling.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: providing oversight, direction, coordination and leadership to teams involving various areas of HR LOB initiative and activities as it relates to automated Human Resources Information Systems (HRIS); change management and training for HRIS for a large organization; business process and policy, technical/functional requirements and quality improvement and system maintenance for human resources; AND experience with large scale HRIS implementation and program management, experience implementing PeopleSoft HCM or Oracle HCM modules and determining and identifying initial implementation capabilities.Physical Requirements: The work is primarily sedentary.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements For a GS-14 position you must have served 52 weeks at the GS-13 grade level.
