Job Description
Management and Program Analyst

As a Management and Program Analyst for the Deputy Assistant Secretary for Finance, Debt Management Center, St Paul, MN you will:

  • Analyze Veterans Care Division (VCD) program objectives and recommends revisions as necessary.
  • Collect and analyze data to determine effective application of policies, procedures and soundness of organizational and cost procedural patterns established.
  • Keep abreast of all changes occurring in the Veterans' programs that affect the volume, quality or type of data collected and makes necessary adjustments in keeping in alignment with overall objectives.
  • Analyze mission, organization, function, work process methods and procedures, and other related criteria for the purpose of developing creditable workload factors and accurate statistical indicators.
  • Devise new reporting requirements and formats for collecting data when no set procedures exist (i.e., due to new mission requirements or local procedures).
  • Recommend improvements or actions required, identifies more effective methods of collecting/reporting data, explains problems encountered in narrative reports.
  • Provide assessment and evaluation of the VCD Call Center and management structures in order to reshape impact on the future of the VCD.
  • Participates in special studies/fact finding activities to develop required data and information for reporting purposes, and prepares administrative reports.
  • Interpret Federal Debt Collection laws and requirements.

Work Schedule: Monday - Friday, a standard 8 hour tour of duty or an Alternative Work Schedule (AWS), tour of duty is between hours of 6 AM and 6 PM Alternate work schedules are available

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.Time-in-grade: Applicants who are/were current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level.

Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For the GS-9: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Using computer software to gather and interpret data. (2) Analyzing, evaluating and advising on or improving the effectiveness of work methods and procedures. (3) Providing position management advice and recommendations to station leadership including distribution of workload among positions. (4) Preparing program status reports for review at all levels of management.

For the GS-11: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Using computer software to gather and interpret data. (2) Analyzing, evaluating and advising on or improving the effectiveness of work methods and procedures. (3) Providing position management advice and recommendations to station leadership including distribution of workload among positions. (4) Preparing program status reports for review at all levels of management. (5) Applying qualitative and quantitative methods for the assessment and improvement of program effectiveness, management processes and/or systems. (6) Applying analytical and evaluative methods and techniques to problem solving. (7) Planning, organizing, and implementing programs, plans, and proposals involving agency resources or that require changes in established procedures.


Or applicants may substitute education for the experience required.

GS-09 level: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related may be substituted.
GS-11: Applicants must possess a Ph.D., or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M, if related.

Applicants may also combine education and experience to qualify at the GS-09/11 level. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09: For example, an applicant who has 1 ?, years of creditable graduate level education (i.e. 50% of graduate education required ) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the GS-09 position.
GS-11: For example, an applicant has 9 months of specialized experience equivalent to GS-09 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-09. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)Physical Requirements: The work is sedentary.Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work.
