Loan Specialist Realty

This Loan Specialist (Realty) is located in the Loan Production Section, Atlanta Regional Loan Center (RLC), located in Decatur, GA.

As a Loan Specialist Realty for the Veteran Benefits Administration you will:
  • Reviews errors which are an ongoing process that contributes not only to the quality of cases submitted by the lenders but to Loan Guaranty's ability to process such cases in a timely manner.
  • Makes eligibility determinations for VA home loan benefits and restoration of entitlement.
  • Responds to program participant's inquiries by telephone, email and written correspondence.
  • Participate in meetings, workshops, seminars, etc., held by lenders, real estate agents, builders, veteran organizations, other Government agencies and community organizations.
  • Responsible for coordinating and conducting training seminars for lenders, real estate agents, other program participants, and co-workers.
  • Such sessions may be held at the RLC or at a distant location, requiring travel (including overnight travel) by the incumbent.
  • Prepares detailed training material for use at meetings, seminars, workshops, etc. sponsored either by the field station or program participants.
  • Incumbent is responsible for completing in-depth post guaranty reviews of a required percentage of loans or, for lenders designated as problematic, all of that lender's submissions.
  • Performs detailed reviews of submissions for lenders specially designated, prior to issuing guaranty.
  • Resolves problems that arise with the coding of loans into various Loan Guaranty computer systems.
  • Communicates with lenders to resolve discrepancies in order to issue the Loan Guaranty Certificate.
  • Underwrites highly complex loan applications that are submitted on the prior approval basis.
    Provides financial management guidance to borrowers, conducts interviews with loan applicants to ascertain eligibility for the more complicated home loan applications and to develop and analyze factual information pertinent to satisfaction of credit and income standards.
  • Maintains Quality Registers and other Section reports.
  • Keeps the Loan Production Officer, Assistant Loan Production Officer and Supervisory Loan Specialists informed of work flow problems and backlogs.
  • Make field visits, periodically, with individual lenders throughout the jurisdiction of the Regional Loan Center (RLC) to survey their operations, meet with underwriters, processors and loan originators to ensure that they are complying with the laws, regulations and any program revisions.
  • Receives and responds to inquiries from lenders, real estate agents, Veterans and other program participants via telephone through a national call center and by email correspondence.
Work Schedule: 8:00 am - 4:30 pm; Alternate work schedules are available.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Specialized Experience:
GS-09: One year of specialized experience equivalent to the GS-07 grade level in the federal service.
GS-11: One year of specialized experience equivalent to the GS-09 grade level in the federal service.
Specialized Experience is experience which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience is: demonstrated competence in agricultural, commercial, realty, or other types of loans that entailed independently completing assignments by selecting approaches and methods within the context of existing regulations and policies; responding to inquiries; researching facts in individual problem cases; analyzing facts and circumstances; judging the implications of alternate courses of action; ensuring complete documentation of a case; communicating facts, decisions, and/or recommendations effectively; monitoring case progress, and resolution of problems. Experience gained in work reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; performing duties in the daily operations of the real estate industry as a mortgage loan counselor, foreclosure specialist, mortgage loan collection representative, real estate broker and/or agent, loan officer, or a mortgage loan closer.

Applicants may substitute education for the experience required:
GS-09: Two (2) full years (36 semester credit hours) of progressively higher level graduate education, or a master's degree, or equivalent graduate degree.
GS-11: Three (3) full years (54 semester credit hours) of progressively higher level graduate education, leading to such a degree; or a Ph.D. or equivalent doctoral degree; or a LL.M., if related.
AND
INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR):
Education: This series has an additional requirement that graduate education must be in one of the following fields of study: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
It is the applicant's responsibility to provide documentation or proof that he or she has met the applicable educational requirements for substitution. Applications submitted without the required supporting documents will not be accepted. An unofficial transcript; statement from the institution's registrar, dean, or other appropriate official; or equivalent documentation is acceptable at the time of application. Education submitted must be appropriately accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education. : To calculate, first identify the percentage of required graduate education you have earned. Then identify the percentage of required specialized experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

You will receive credit for all qualifying experience you document, to include volunteer experience.Physical Requirements: The work is predominately sedentary, although there is some standing, walking, bending, stooping, and carrying of light items such as files, computer printouts, and other types of records. Must be able to carry on effective interviews and telephone conversations. The incumbent must be available to travel and able to operate a motor vehicle in conjunction with fieldwork.
