Job Description
Program Analyst

As a Program Analyst for the VBA Office of Performance Analysis & Integrity, Advanced Analytics Staff you will:

  • Collaborate with VA program offices to identify and document emerging business challenges. This may include defining new or improved business process solutions.
  • Utilize analytic software, such as SAS, R, Python or equivalent, to understand underlying phenomena and human behavior driving VA program utilization and operations.
  • Perform statistical analyses for VBA program performance and provide recommendations for enhanced process capabilities.
  • Create and maintain statistical reports for VA Central Office and Regional Offices that provide timely and accurate information for strategic planning and workload management.
  • Provide timely and accurate responses to ad hoc requests from VA senior leadership, business lines, and field offices.
  • Work with data warehouse contractors to ensure accuracy of data in VBA's Enterprise Data Warehouse which improves the quality of statistical models.
  • Lead or participate in PA&I work teams to identify operational bottlenecks, estimate future workloads, conduct business process re-engineering plans, and implement resource allocation strategies based on analytic findings.
  • Perform other management, special project, and program analytical support work.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Time-in-grade: Applicants who are/were current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For:
GS-13 position you must have served 52 weeks at the GS-12 level.
GS-12 position you must have served 52 weeks at the GS-11 level.
GS-11 position you must have served 52 weeks at the GS-9 level.
GS-9 position you must have served 52 weeks at the GS-7 level.Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12, 11, 9, 7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves regression analysis and one of the following analytic programs: SAS, R, Python, STATA, SPSS, Maple, or Matlab.

Education may be substituted for specialized experience for:
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
GS-9: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

The following are examples of how education and experience may be combined. They are examples only, and are not all-inclusive.
The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
FOR EXAMPLE:
The position to be filled is a Program Analyst, GS-343-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)Physical Requirements: The work is sedentary.Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
