Job Description
Program Support Assistant

The Program Support Assistant participates actively in the management of the Vocational Rehabilitation and Employment (VR&E) Division by performing administrative and technical support duties based on good working knowledge of the organization and substantive programs under the VR&E Officer's control. Duties include, but are not limited to:

  • Resolves problems associated with the administrative and clerical work of the office
  • Handles files of employees who are veterans
  • Secures and releases information from employees as instructed by the VR&E Officer
  • Prepares various recurring and special reports for the VR&E Officer as assigned
  • Compiles data relative to the VR&E budget
  • Establishes and maintains controls of reports for the division-wide Systematic Analysis of Operations (SAO's ) and Internal Controls, to ensure accuracy and timeliness
  • Receives and processes applications for VRE services.
  • Receives and transfers case files between stations and offices.
  • Responds to walk-in inquires and/or phone calls from veterans.
  • Arranges travel for Veterans.
Work Schedule: Monday through Friday (actual times to be determined).

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The grade progression for this position is: GS-05/06/07.

TIME-IN-GRADE: As a current Federal employees you must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans). There is no time in grade requirement at the GS-05 level as long as the position is no more than two grade levels above the lowest grade you have held within the preceding 52 weeks under your latest non-temporary competitive appointment.

  • For a GS-06 position you must have served 52 weeks at the GS-05 level.

SPECIALIZED EXPERIENCE: In addition to the Time-in-Grade requirements above, applicants must also meet the following requirements for each grade level at which they are applying. All transcripts must be submitted with your application.

GS-5 Level: Applicants must have at least one year of specialized experience equivalent to the GS-04 grade level in the Federal Service. Specialized experience is defined as performing the following duties: providing basic clerical and customer service skills, and the ability to research and review available records/documents and piece together the pertinent information from a variety of sources.
OR
A Bachelor's degree (in any field) or (4) four years of education above high school leading to a bachelor's degree.Transcripts must be included with application.
OR
A combination of experience and education which totals at least one year. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond two years by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.]

GS-6 Level: Applicants must have at least one year of specialized experience equivalent to the GS-05 grade level in the Federal Service. Specialized experience is defined as performing the following duties: explaining basic state and/or Federal benefits programs, providing advance clerical and customer service skills, and the ability to research and review available legal records/documents and piece together pertinent information from a variety of sources.
Education substitution is generally not applicable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.PHYSICAL REQUIREMENTS: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.The following documents are required:
  • Resume detailing specialized experience and competencies as they relate to this position.
  • A copy of your transcript if using education to qualify.
  • Documentation of status eligibility such as a current non-award SF-50, DD-214, civil service preference letter, or Schedule A letter, etc.
