Job Description
ACCOUNTANT

As a ACCOUNTANT for the Veteran Benefits Administration, Administrative & Loan Accounting Center (ALAC) you will:

  • Provide financial management support services to the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA). This includes support for both Loan Guaranty Accounting and Centralized Administrative Accounting for VBA Regional and field offices.
  • Process specific Source Documents such as: obligation documents including (but not limited to): purchase orders, temporary travel, and requests for training. This process requires verification of fund availability, and proper accounting data.
  • Process payment vouchers and invoices that would encompass all vendors and refund vouchers. Also included, as payment transactions are inter-station and inter-agency transfer documents.
  • Review and approve payments of $500 or greater from suspense.
  • Process canceled payments which encompasses all actions required to research, track, record, re-issue payments and repost the data. Research in the payment process may also include written and verbal communication with the originating station.
  • Ensure receivables are actively reviewed and closed properly when funds or other instructions are received. This may include written follow-ups to the debtor or the originating stations, as well as establishing offsets of future payments.
  • Review and processes a variety of collection actions including: recording of deposits, distribution of sales proceeds, accounting for funding fees, and misc. collections. Collections require the employee to actively review items and follow up with originating stations.
  • Review and determines correct accounting transactions required for processing transactions on properties removed from inventory by means other than sales. This includes coordination with the originating office for disposition instructions or receivable information.
  • Prepare and inputs a variety of inter-fund transfer documents including: expenditure, revenue and inter-station transfers. Transfer documents should include full explanations as to the reason and purpose of the transfer, proper accounting data, and input transactions.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Time-in-grade: Applicants who are/were current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level.

To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade.Minimum Qualifications:

Applicants must meet one of the below listed basic qualification requirements to qualify for the GS-0510 (Accounting) series:
Undergraduate Degree: in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) 1Experience maintaining data within financial systems. (2) Applying Generally Accepted Accounting Principles (GAAP) and accounting standards. (3) Experience preparing and auditing periodic financial statements and related reports in accordance with GAAP. (4) Applying laws, regulations and policies impacting Federal financial statement preparation and reporting. (5) Experience compiling and analyzing data within developed budget, accounting and financial management software.
Physical Requirements: The work is sedentary.Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
