Job Description
Industrial Engineer

Employee will serve as an Industrial Engineer located at the Veterans Administration Boston Healthcare System (VABHS), West Roxbury MA, as a member of the Performance/Quality Management team with an organization goal to serve VABHS, the New England VISN region and VHA more broadly through the design, measurement, analysis, evaluation, and control of production and service operations and systems, and their associated management processes. The overall vision is to integrate systems engineering principles and methods into the fabric of VABHS operations by building a unique collaboration to develop, test, train, and spread innovative engineering solutions, with the objective that VHA become a self-improving system with robust capabilities to address emerging needs with well deployed and integrated improvement and innovation, to include, but not limited to, the following duties:

  • Works with leadership and staff to build a culture of improvement and innovation that empowers employees in action through training of LEAN Six Sigma, and innovation-related competencies.
  • Provides support and leadership for the implementation, spread, and maintenance of the Performance Improvement System and techniques relating to the care and services provided. This may include production planning and control; quality and management control systems; financial impact and cost analyses; inventory, equipment, warehouse, and supply chain management; simulations and mathematical modeling; and work station design; implements and contributes to the design and execution of innovation by identifying promising methods and tools for delivering innovation, designing and testing various approaches and methodologies to determine what works to achieve innovation objectives, and institutionalizing best practices throughout the organization through training, technical assistance, knowledge sharing, and access to resources
  • Applies industrial engineering methodologies such as, human factors and safety engineering, advance data analysis, modeling and simulation and lean and six-sigma to systems redesign initiatives; develops implementation and evaluation strategies that support achievement of the organization's strategic plan. Responsibilities will include but not limited to: launching and supporting system redesign/innovation teams, coaching and training systems redesign teams, providing expertise for consultation calls and visits and monitors performance with regards to management expectations.
  • Prepares aggregate reports and analysis of performance for the healthcare system.
  • Facilitates and coordinates the development of action plans for outlier performance in systems redesign areas. Applies industrial engineering methodologies such as advance data analysis, modeling and simulation and lean and six-sigma to systems redesign initiatives. Identifies system inefficiencies, veteran/patient satisfaction or quality of care issues and develops studies or data collection related to specific identified problems.

  1. Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Transcripts required. OR
  2. Combination of education, experience and/or training
    • Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Documentation must be provided. OR
    • Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Documentation must be provided. OR
    • Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above in number 1. Transcripts required. OR
    • Related Curriculum - Successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Transcripts required.
In addition to the meeting the Basic Requirement, this position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: Experience with LEAN Six Sigma process improvement initiatives in a healthcare environment.

Specialized experience is working in a healthcare environment applying quantitative and qualitative analytical and evaluative, industrial engineering methodologies such as, human factors and safety engineering, advance data analysis, modeling and simulation and lean and six-sigma to systems redesign initiatives; coordinating process improvement studies and special projects; training/coaching staff in LEAN Six Sigma methods/techniques. Qualifications & Requirements
