Job Description
Chief of Social Work Service

GS-14 Chief Social Work Service is typically assigned to Complexity Level 1 (High Complexity) VHA facilities. They typically have full responsibility for provision of complex social work services requiring advanced practice skills. The service normally has more than 35 social workers on staff, including subordinate supervisory social workers. They have full responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship for a social work program.

Responsibilitiesinclude, but limited to:

  • Overseeing all professional social work activities within the medical center ensuring that educational and quality of care functions related to the psychosocial needs of Veterans are met. To accomplish the functions of this position, close cooperation with leadership, including all other Service Chiefs and program, clinic and ward administrators and staff is required.
  • Making decisions regarding work problems presented by subordinate social work supervisors.

  • Advising Service Chiefs on problems involving the relationship of social work activities to the various units and programs.

  • Making selections for supervisory and non-supervisory positions, hearing group grievances and serious employee complaints, reviewing serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees.

  • Consulting with specialists regarding training needs and decides types of training problems related to the identified problems of the supervised wards/units.

  • Monitoring and reporting to Mental Health, Social Work Service Lines, facility and VISN leadership, as required, regarding status of Mental Health performance measures, with preparation and implementation oversight for any corrective actions necessary.

  • Participating in making major decisions affecting the basic content and character of the operations of programs. These decisions involve matters, such as, determining which program elements should be initiated, dropped, curtailed or emphasized; how many resources should be deployed; the time of curtailing, initiating, and changing program elements; basic program planning and evaluation activities; evaluating program goals and objectives; deciding on organizational structure and delegating responsibility; measuring improvement coordination among subordinate units.

  • Providing clinical consultation to Social Workers, Pre-Doctoral Psychology Interns, Psychologists, Registered Nurses and Addiction Therapist in the Mental Health Service Line.

  • Maintaining a clinical caseload for individuals and/or group therapy within the Mental Health Service Line.

  • Managing line and staff authority for resource allocations within the General Mental Health program.

  • Overseeing the process for patient care to non-VA care as warranted.

  • Ensuring technical program development, management and evaluating the mission, goals, programs and problems of the medical facility in terms of psychosocial needs of patients and establishes social work objectives to meet those needs which are consistent with medical center goals.

  • Reviewing information pertaining to the social work programs from a variety of sources (e.g., federal, state and local including Veterans Health Administration, Joint Commission, National Association of Social Workers, Society of Social Work Administrators in Health Care of the American Hospital Association, etc.) and identifies requirements which must be written in policy.

TOUR OF DUTY: Monday-Friday - 8:00 a.m. to 4:30 p.m.

THIS IS NOTA BARGAINING UNIT POSITION

Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g, this part.)

Experience, Education and Licensure: Senior Social Workers have experience that demonstrates possession of advanced practice skills and judgment. At least two years should be in an area of specialized social work practice. Senior social workers must be licensed or certified by a state at the advanced practice level which included an ASWB advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice). Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. In addition, the candidate must demonstrate the professional KSAs below:

1. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.

2. Knowledge of legal, ethical, and professional standards applicable to social work practice.

3. Ability to develop, maintain, and oversee social work programs in all settings. This includes identifying needs for social work assessment, evaluation, and treatment; determining priority needs for social work services; and recommending adjustments to staffing levels accordingly.

4. Demonstrated global knowledge of social work practice in health care and mental health settings including resources, and the policies and procedures pertaining to home and community based care, acute care, ambulatory care, long term care, performance measures, and clinical guidelines.

5. Ability to provide consultation to care line managers and other staff on social work qualification standards, social work practice, social work competency, social work productivity, and social work continuing education.

6. Ability to provide supervision for social work licensure and practice supervision for facility social workers.

Selective Service:Male applicants born after December 31, 1959, must certify at this time of appointment that they have registered with the Selective Service System or are exempt for having to do so under Selective Service law.

Licensure:Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.

EnglishLanguage Proficiency: Proficiency in the English language is required for direct patient care positions. (P.L. 95-201).

ProbationaryPeriod: This position requires completion of an initial one (1) - year probationary period, if not already served.

PhysicalRequirements: Pre-employment Physical Required. Must satisfactorily complete a pre-employment physical involving light lifting and carrying (under 15 pounds), walking and standing with the ability for rapid mental and muscular coordination simultaneously, near and far vision including hearing. See VA Handbook 5019.

Influenza Prevention Program Statement : Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities.
