Job Description
Lead Telecommunications Operator

The Lead Telecommunications Equipment Operator position is located within the Police Service directly under the Supervisory Security Sepcialist. The Lead Telecommunications Equipment Operator (LTEO) assists the Supervisory Security Specialist and management representatives in the operation of all Southeast Louisiana Veterans Health Care System (SLVHCS)facilities intrusion devices, CCTV, Radio Communications systems.

The Lead Telecommunications Equipment Operator manages the Police Service CCTV System, Radio Communications System and assists/trains three (3) Telecommunications Equipment Operators, Service Chiefs and employees in implementing security education programs associated with Telecommunication Operations. Advises managers of security training requirements, changes in security procedures, publication of security directives and enhancements designed to increase security awareness, recommends methods of adapting regulations to local serviced organizations, gives security briefings to new employees during orientation and other times when deemed necessary. Plans and conducts training sessions for representatives of all assigned and supported organizations and serves as the Police Service ITAC, Safety Representative and Community Services Assistant.

Continuously updates knowledge of Radio Communications, Crime Prevention techniques to include the adaptation and operation of state of the art CCTV technology to ensure it coincides with crime trends in the SLVHCS areas as information is received from the local law enforcement agency crime stats by means of meetings and/or cyber communications with the agencies crime prevention units and disseminates information received by means of cyber training. Writes and submits Crime Prevention articles for the SLVHCS Bulletin and conducts periodic on site security and equipment surveys. Presents Annual Cime Prevention Symposiums.

BASIC REQUIREMENTS:

Specialized Experience. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Applicant must possess at least 52 weeks of experience at the GS-5 grade level

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary with a propensity for repetitive door response. Bending, squatting, maneuvering the roller chair and lifting objects (25 pounds) is required.

Influenza Prevention Program Statement : Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities.

Probationary Period: This position requires completion of an initial one (1) - year probationary period, if not already served. Also, this position requires completion of an initial one (1) - year supervisory/managerial probationary period, if not already served.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-6 position you must have served 52 weeks at the GS-5 level.
