Job Description
Physician (Chief of Psychiatry)

The Chief of Psychiatry is responsible for the overall administration, technical aspects, program planning, policies, evaluations as well as integration and implementation of clinical programs and activities for the Psychiatry Service, which includes staff from various disciplines and services. The incumbent provides administrative functions and leadership to a multidisciplinary staff; catalyzes assessment of the quality and effectiveness of activities, management and quality improvement techniques; and translates the results into clinical activities; program management, and policy development and implementation. He/She works in close collaboration with all MH leadership and other clinical chiefs, within SLVHCS as well as VA nationally, as needed. The Incumbent works effectively on projects with Clinical Services in improving both inpatient and outpatient care for Mental Health and has a broad understanding of Veteran's VA covered services and eligibility for services and, in this regard, ensures appropriate use and approvals for non-VA services.

The incumbent will be responsible for the following duties:
* Serves on a variety of medical center planning committees, advisory groups and charted action teams.
* Provides oversight and leadership for the psychiatric clinical and teaching functions at SLVHCS.
* Responsible for the development of programs in clinical areas.
* Directly responsible for the recruitment and retention of psychiatrists and midlevel providers and initiates areas of programmatic development.
* Responsible for establishing and maintaining high standards of excellent care in all areas of psychiatric practice.
* Identify, assess, initiate, manage and evaluate programs to protect and improve the health of Veterans who use the VHA heath care system.
* Identifies and assesses trends as they may apply to VHA health care system and Veterans served by that system.
* Evaluates existing and related VHA health programs in order to improve those programs and/or the health care of Veterans served by the VHA health care system.
* Oversees clinical and administrative performance measures.
* Assists with service line strategic planning, budget and resource management.
* Assist with developing formal, systematic improvement plans for quality measures, access and medical services delivery.
* Supports liaison with affiliated schools regarding medical teaching issues and provider appointments.
* Oversees the establishment of program monitors and outcome measurements using programs using data-driven quality assurance processes.
* Assures all Psychiatry programs/teams are compliant with applicable Federal and State laws.
* Oversees the management of Veteran complaints and issues.
* Contributes to the development of program goals and objectives to meet VHA Mental Health requirements.
* Participates in performance appraisals of staff, and addresses disciplinary issues.
* Directly supervises both clinical and administrative personnel as assigned and aligned on current approved Psychiatry Organizational Chart.
* Other administrative duties as assigned by the Chief of Staff for SLVHCS.

In order to qualify for this position you must meet the following:

Basic Requirements:

  • Must be proficient in written and spoken English.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Service Chief or Line Manager. A Service Chief or Line Manager physician must demonstrate the following:

(a) Outstanding professional ability in the practice of medicine or a medical specialty;

(b)Ability to guide the development and implementation of programs within their respective domain. These programs would include, but are not limited to medical practice, professional standards, personnel issues, quality and performance improvement.

Preferred Experience:

Board Certification in psychiatry and a subspecialty of psychiatry is preferable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g. Peace Corps, AmeriCorps) and other organization (e.g., professional, philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard.

Physical Requirements: A pre-placement physical examination will be completed prior to appointment to determine the physical and mental fitness of candidates. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. Physician applicants must have the mental and physical ability to perform core privileges required by the specialty position in addition to any specialty privileges requested.

Influenza Prevention Program Statement : Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties.
