Job Description
Spinal Cord Injury (SCI) Coordinator Senior Social Worker

This announcement is not intended to cover all the duties, responsibilities or qualifications of this position. The incumbent is the Spinal Cord Injury Coordinator Senior Social Worker in Social Work Service for theWest Texas VA Health Care System (WTVAHCS), Big Spring, TX. Incumbent serves as program coordinator and is administratively responsible for a clinic program providing treatment to patients in a major specialty area. The Spinal Cord Injury is one of six nationally recognized VHA special disability programs. VHA facilities without SCI centers appoint SCI program coordinators to oversee access to care, referrals for treatment services and case management services for spinal cord injured Veterans. The incumbent manages the daily operation of the program, develops policies and procedures for the program operation, and prepares reports and statistics for facility, VISN, and national use. The incumbent manages and controls the use of data related to these programs regarding day-to day functioning and program evaluation. In conjunction with Physical Medicine and Rehabilitation Service Chief, plans, organizes and directs administrative, operational, and patient activities for the program. Additionally, the incumbent facilitates efficient and appropriate delivery of care across episodes of care within the "Hub" (SCI Center) and the "Spoke" (VA facilities where locally accessible primary care is provided) System of Care. The "Hub" is the SCI Center where comprehensive interdisciplinary specialty and primary care are located. The "Spokes" are the other VA facilities within the specified catchment areas that provide locally accessible primary care.

The incumbent must possess current driver's license and drive a government vehicle in carrying out professional duties when deemed necessary.

Spinal Cord Injury Coordinator Social Worker

BASIC REQUIREMENTS:
*U.S. Citizenship.
*Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
*Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.

GRADE DETERMINATIONS:
GS-12: Social Worker Program Coordinators and Manager. For Social Worker Program Coordinators, grades are determined by the scope of responsibility and the type, size, and complexity of the assignment.
Experience, Education and Licensure. Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below.

Demonstrated Knowledge, Skills, and Abilities
1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to supervise multidisciplinary staff assigned to the program.
4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.

Physical Requirements:

Traveling throughout the West Texas VA Health Care System and the community is required, as is performing activities involving sitting, walking, and standing, bending and carrying such items as books, papers, and files. In carrying out responsibilities it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the Veterans, their families, representative of community health and welfare agencies and law enforcement agencies.
