Job Description
Architect

Thisposition islocated within the Engineering Service of the Edith Nourse Rogers Memorial (ENRM) VA Hospital located in Bedford, Massachusetts. The Architect is responsible for the coordination and oversight of all activities relating to multiple concurrent architectural/engineering design efforts and construction endeavors. The duties of this position include but are not limited to:

  • performs as a professional architect in planning and designing substantial new construction, renovation and improvement projects;
  • develops drawings, plans, schedule and design specification for in-house and contracted construction capability;
  • prepares, designs and plans specifications and cost estimates for projects;
  • manages construction contractor selection process;
  • monitors and controls project construction budgets to include review of requests for payments, change order requests, and requests for deductions;
  • prepares program metrics, project progress and financial reports;
  • assists in the development of the long range planning for construction and maintenance programs;
  • leads the personnel coordination and logistics behind required tenant and/or customer movements;
  • reviews projects submittals and shop drawings; and,
  • develops and delivers briefings on the projects to executive management.

Basic Requirement:

Education:Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

1- Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.

2- Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Registration: Candidates registered to practice architecture by one of the State registration boards, using standards in compliance with the basic minimum provisions recommended by the National Council of Architectural Registration Boards, are recognized as meeting the full requirements for eligibility at GS-11.

Specialized Experience: In addition to meeting the basic requirement above, applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and designing substantial new construction, renovation and improvement projects; developing drawings, plans, schedule and design specification; monitoring and controlling project construction budgets; and preparing program metrics, project progress and financial reports.

OR

Applicants may substitute education for the experience required for the GS-11 level: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Work is principally sedentary, although there may be some walking or bending involved in activities such as inspections of installed equipment or construction site visits.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.
