This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

This position is located at VA Financial Services Center (FSC) in Austin, TX. FSC provides national Tier One help desk and local payroll support to all VA payroll offices. The Tier One help desk primarily handles issues and concerns for the VA Time and Attendance System (VATAS) and the Defense Civilian Pay System (DCPS). The VATAS and DCPS systems are used to provide time and attendance, leave, and payroll processing for approximately 350,000 VA employees. You will performs reviews of Tier One cases and issues by researching policies, procedures, knowledge bases, and reference materials for functional and technical incidents in order to provide guidance for resolving the case/issue or to document the technical details for elevation to Tier Two. You will perform as an analyst in major FSC and VA projects, including, but not limited to planning and deployment of upgrades or new systems.

Major Duties:
  • Perform as an analyst in major FSC and VA projects, including, but not limited to planning and deployment of upgrades or new systems.
  • Provide consultative and test support for applications, affected end users, and financial management programs, as required, to resolve system issues and implement improvements.
  • Analyze and prepare technical cases for escalation to the Tier Two points of contact for software application changes in order to resolve issues.
  • Recommend process changes to the Change Control Boards (CCB).
  • Provide input to knowledge articles to be utilized by customers and other analysts.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your education and experience, as described below:

Education: must have been obtained in an accredited business or technical school, college or university for which a bachelor's degree or the equivalent is the normal prerequisite. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study, if that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
For the GS-7, you must have 1 full year of graduate level education OR superior academic achievement.
OR
For the GS-7, you must have at least one year of specialized experience equivalent to the next lower grade level (GS-5 level). Specialized experience includes knowledge of pay and leave entitlements of USC code Title 5 and Title 38 (physicians and nurses) which covers: pay systems; salary and wages; pay administration; recruitment, relocation, and retention incentives; student loan repayments; leave administration; and work schedules. Knowledge of public laws and legal actions impacting payroll since part of the duties include Federal Erroneous Retirement Coverage Corrections (FERCCA) and Fathauer claim processing. Knowledge of a wide variety of financial services, e.g., applications, procedures, hierarchy of support, network systems, communications, and equipment to provide advice and assistance to customers.

For the GS-7, you must have an equivalent combination of successfully completed higher level graduate education and specialized experience directly related to the position meet total experience requirements for the GS-7. Superior Academic Achievement (SAA)- Graduating in the top third of your class (Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration) OR graduating with a grade-point average of 3.0 or higher out of a possible 4.0 (This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum) OR graduating with a grade-point average of 3.5 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum OR a member of a national scholastic honor society.

For the GS-9, you must have a master's or equivalent graduate degree or two (2) years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related.
OR
For the GS-9, you must have at least one year of specialized experience equivalent to the next lower grade level (GS-7l evel). Specialized experience includes researching and applying pay and leave entitlements of USC code Title 5 and Title 38 (physicians and nurses) which covers: pay systems; salary and wages; pay administration; recruitment, relocation, and retention incentives; student loan repayments; leave administration; and work schedules.
