Inventory Management Specialist
This is a bargaining unit position.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

This position is located in the office of the Financial Services (FSC) and Associated Services. The incumbent is delegated to act o behalf of the "Accountable Officer" for all government owed property to include Capital Asset Managed Equipment for all FSC Information Technology (IT) and non-IT related equipment maintained on multiple Equipment Lists (EILs) at all FSC locations. Duties include but are not limited to:
  • Reviews and interprets regulations, manuals, handbooks and directives such as the Federal Property Management Regulations (FPMR).
  • Initiates adjustment transactions to correct inventory accounts as well as coordinating the appropriate action required by the senior leadership or the survey board.
  • Ensures accuracy and completeness of all inventory files for all property on hand classified as IT or Non-IT and maintains the Automated Engineering Management System/Medical Equipment Repair System (AEMS/MERS); catalogs Non-Expendable property to ensure the accurate identification and description of each item using established mandatory national cataloging directives.
  • Coordinates all requests and obtains all necessary approvals prior to the equipment deployment maintains control systems for tracking products received for testing; serves as POC for maintaining non-expendable property, Property pass and telework equipment and other inventory stock items.
  • Develops new information and approaches to problem solutions in regards to supplies.
  • Coordinates all written agreements for the organization and the supplier covering the parameters of the test and responsibility of each party.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this vacancy, applicants must have held grade GS-7 or higher for at least one year to be eligible for the GS-9 grade level of this position or applicants must have held grade GS-9 or higher for at least one year to be eligible for the GS-11 grade level of this position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

For GS-09: You must possess one year specialized experience to at least the GS-07 level. Specialized Experience for this position is: initiate adjustment transactions to correct inventory accounts; coordinate all request and obtain all necessary approvals prior to the equipment deployment; maintain control systems for tracking products received for testing; catalog Non-Expendable property to ensure the accurate identification and description of each item using established mandatory national cataloging directive; determines appropriate nomenclature and classification of items ensuring complete and accurate identification and description of each unit to ensure Non-Expendable property is accurately receipted in Local Inventory Databases.

You must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduation education leading to such a degree. You must have an equivalent combination of a master's or equivalent graduate degree or 2 full years of progressively higher education leading to such a degree; and specialized experience at the GS-07 level. (Transcripts Required)

For the GS-11: You must possess one year specialized experience to at least the GS-09 level. Specialized Experience for this position is: review and interpret regulations, manuals, handbooks and directives such as the Federal Property Management Regulations (FPMR); maintain Non-Expendable Property, Property Pass and Telework Equipment, Report of Survey, Electronic Media Sanitization & Disposal, Information Technology Hardware and Software Inventory, Equipment Repair and Maintenance Renewal; use Standards Program, Procurement Analyst (non-supply related procurement requests), Expendable Supply Program and Procurement; coordinate the testing and evaluation program and the loan of property program for resident and tenant organizations and assists in the implementation of policies and the establishment of procedures for testing and evaluating Expendable and Non-Expendable products for the ultimate goal of commodity standardization and/or the establishment of a qualified products list; develop new information and approaches to problem solutions in regards to supplies.

You must possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree to qualify at the GS-11 grade level. Physical Requirements: Work is generally sedentary in nature; however, employee is required to make frequent personal visits to various areas throughout the FSC and remote sites where customers reside. The employee may be required to lift loads up to 50 pounds alone and loads greater than 50 pounds with assistance or mechanical means.
