Medical Support Assistant

**Please note: This is an open-continuous job announcement that will be used to create a pool of applicants to be considered for any Medical Support Assistant vacancies for a six month period.

The incumbent serves as a Medical Support Assistant (MSA) in the Health Administration Service at the El Paso Veterans Affairs Health Care System in El Paso, Texas.The incumbent's work impacts the administrative aspect of patient care, including: access, scheduling/coordinating appointments using advanced clinic access principles, collecting and updating demographic and insurance information, managing the Electronic Waiting List (EWL), Veterans Choice List (VCL), patient processing and customer service. A large part of the duties of a Clinical Support Section employee is acting as a receptionist at the clinic, either face-to-face or telephonically, requiring excellent customer service skills. The work requires a high degree of judgment in responding to both employee and patient concerns and providing solutions to process problems as they affect day-to-day operations.

Work Schedule: Monday Friday, 8:00 am to 4:45 pm

Basic Requirements:

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
  • Education. One year above high school; or
  • Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • Meet Physical Requirements.
  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



Grade Determinations: ***Please note: applicants may referred at the GS-4 or GS-5 level.

GS-4 (Developmental Level) -

One year of experience in clerical or office work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position or two years of education above high school.

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs: Ability to meet, communicate and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to complete job assignments; Ability to use various types of office automation equipment and software; Ability to set up, organize, and maintain record systems.

GS-5 (Full PerformanceLevel) -

One year of experience equivalent to the next lower grade level or 4 years of education above high school.

Candidates at this level must demonstrate Knowledge, Skills, and Abilities (KSA's):

Candidates must demonstrate the KSAs: Ability to operate computerized programs and databases in order to enter, modify and retrieve sensitive information/data into or from electronic medical records, scheduling systems and/or reports; Knowledge of basic medical terminology; Ability to make appointments in a clinical setting; Ability to work independently in the accomplishment of a wide variety of duties, including setting priorities and coordinating work; Ability to communicate effectively and professionally with employees at varying grade levels; Ability to identify customer's concerns, perform the tasks required to resolve the issue accurately and timely, and follow-up as necessary to ensure a satisfactory resolution.

Physical Requirements: The majority of work is performed in an office setting with adequate light, heat and ventilation. Work is mostly sedentary, but requires some bending, walking, lifting and carrying of light items, such as reports to various areas of the medical center. Working at the computer for long periods of time and accessing information from various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires very mild physical demands.
