Job Description
Administrative Officer (Nursing Svc)

This position is located in the Office of the Chief/Nursing and Patient Care Services and is under the direct supervision of theChief of Nursing. The incumbent serves as the Administrative Officer to Chief of Nursing at the West Texas VA Health Care System. This position will support Sterile Processing Service, Compensation & Pension, and Chaplain in addition to Nursing Service. Specific duties to be provided include budget guidance and administration, direction/long range planning, and program administration. Incumbent maintains an awareness of available resources, and makes recommendations to theChief of Nursing. Incumbent administers budget for multiple fund control points. Incumbent serves as budget and financial advisor for theChief of Nursing. Develops, formulates, and provides all essential data for the annual budget forecast for submission to theChief of Nursing based on studies of past expenditures. Incumbent develops both long and short-range policies and plans for the organization. Prepares and assemble charts, data, reports, narrative and statistical materials that are provided for justification for the budget. Incumbent develops. evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Incumbent leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Administers space and equipment programs. Other duties as assigned.

Relocation Expenses: Relocation expenses are not authorized for this position.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Typical work schedule is Monday through Friday, 8:00am to 4:30pm. However position may require work beyond this schedule.

Minimum Requirements for the GS-7: Candidates must have one full year of specialized experience at the GS-5 level. Specialized experience is experience gained that is related to the position to be filled and which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or closely related to the work of the position.

Minimum Requirements for the GS-9: Candidates must have one full year of specialized experience at the GS-7 level. Specialized experience is experience gained that is related to the position to be filled and which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or closely related to the work of the position.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position. 1)Ability to use computer based programs to perform a multitude of duties, such as reports, presentations, minutes and graphs. 2) Ability to perform administrative duties of a Service. 3) Demonstrated ability to organize work, establish priorities, meet deadlines, and organize the activities of an office, multitask, and follow administrative procedures. 4) Ability to communicate orally and in writing to develop and maintain effective working relationships with all levels of staff (especially Executive Leadership of facilities and other organizations).
