Job Description
Health Benefits Assistant

Duties include, but are not limited to:

  • Incumbent will serve as advisor and expert and support the management information components of all health eligibility related programs.
  • Reviews, verifies and analyzes data submitted for consistency with financial and program objectives, and adherence to VA directives.
  • Incumbent will be involved in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment.
  • Incumbent must enter all information into the database for determination of the eligibility status for health care.
  • Incumbent is expected to provide exceptional customer service by exceeding the customer's expectations.
  • Accurately generate patient data cards for veterans applying for care using the Veterans Health Identification Card program.
  • Incumbent may also be tasked with processing Beneficiary Travel claim requests.
  • Incumbent may be asked to perform duties in other areasand provide back up as needed.

Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Specialized Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Experience using computers and various software systems to input and extractdata.
  • Experience using Microsoft Office suite or similar applications such as Word and Excel to produce reports andtype correspondence.
  • Interpret and applying guidance from multiple sources such as handbooks, directives, and local policies.
  • Experience using automation equipment such as a computer, word processor, copiers, etc., to provide administrative and clerical support.

OR

SUBSTITUTINGEDUCATION FORSPECIALIZED EXPERIENCE: Successful completion of 4 years of education above high school in an accredited business, secretarial or technical school, junior college, college or university.

OR

Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-05 position you must have served 52 weeks at the GS-04 level.
