Job Description
Human Resources Specialist (Quality Reviewer)

This position is located at the Human Resource Management Service, Amarillo VA Healthcare System. The incumbent for this position will be responsible for the quality review of information management systems and its management to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. The incumbent will develop plans and recommendations to correct deficiencies, establish and modify processes to meet organizational goals, objectives and changing needs.Dutiesand responsibilitiesinclude but are not limited to:

* Perform complex, sensitive, project work characterized by a high degree of difficulty related to the Quality Review Management of Personnel Action Requests (PAR) within the HRMS applicable databases.

* Conducts, researches and completes analysis to recommend improvements regarding HR Smart and other automated systems functional areas.

* Develop data capturing mechanisms utilizing multiple data sources and develops and implements quality metrics for process improvement.

* Review and audit PARs to ensure the accuracy of the nature of action, authority code, PD# or Functional Statement, remarks, promotions, transfers, special salary determinations, corrections to employee records, etc.

* Perform in-depth analysis of stable work processes to identify reasonable and efficient quality measurements designed to prevent ineffective work practices and to verify adherence to quality standard plans and requirements.

* Generate queries and reports from the various computer systems as needed to retrieve information for data verification.

* Apply knowledge of HR staffing, laws and management programs, requirements of HR functional specialties and overall HR management practices to complete assigned work, process corrections and assist other HR staff with training needs.

* Review/analyze problematic or potentially controversial situations and provides expert advice to management to resolve those situations (position management, pay, records and processes compliance, etc.).

* Develop collaborative relationships within all levels of the organization based on trust, integrity and professional competence.

* Serve as the e-OPF Administrator for the staffing team.

* Initiate and complete corrective actions and follows up to ensure timely resolution of problems; including working with DFAS to remedy issues.

* Review quality control reports, reject listings and database reconciliation to determine trends and initiate guidance or action to correct error conditions.

Work Schedule:Monday through Friday, 8:00 am to 4:30 pm. This is not a virtual position.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Interpreting and applying federal laws, regulations, guidelines and procedures;
  • Coding a variety of personnel actions and reviewing administrative/technical procedures to assure legality, efficiency and effectiveness;
  • Researching complex topics in Code of Federal Regulations, The Guide to Processing Personnel Actions and numerous VA Handbooks;
  • Analyzing problems, developing solutions and strategies to improve the effectiveness and efficiency of work operations in HRM programs;
  • Providing technical guidance to management and employees.

PreferredExperience: Strong background in Title 38 hiring authorities.

Applicants may substitute education for the experience required for the GS-11 grade level.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 grade level. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is mainly sedentary, except for walking to local meetings and carrying briefcases and luggage when in travel status.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11position, you must have served 52 weeks at the GS-09 grade level.
