Job Description
Medical Care Transportation Technician
  • Transport patients in need of Advanced Life Support (ALS) level care to and from various locations in support of the VTS Special Mode Transportation mission. Incumbent will be performing non-emergency transportation to and from the Medical Center(s), Community Based Outpatient Clinics, Skilled Nursing Facilities, Community Living Centers, Dialysis Centers, Veterans' homes, and other outpatient facilities as needed.
  • Conducts patient assessments, to ensure safe vehicle transport. they will conduct an examination of the patient's condition to determine the need for assistance when entering and exiting the vehicle.
  • Transports patients for diagnostic studies or appointments, transports lab specimens to the lab, and may obtain vital signs. Incumbent also correctly accesses oxygen monitoring equipment and applies oxygen via nasal cannula or mast. Reinforces deep breathing and coughing.
  • Performs assessments to obtain patient history, status of patient's neurological system, cardiovascular system, circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness for the purpose of safe transport.
  • Administers Basic and Advanced Life Support care in accordance with established medical standards, which may include providing CPR, manual defibrillation and/or medications.
  • Prioritizes transports for patients and employs a variety of established techniques, methods, and equipment during transport to the appropriate medical facility.
  • Will also assist in transporting non-ambulatory patients as directed. Will ensure all safety protocols for these particular patient groups are followed throughout the transport.
  • Uses radio equipment follows FCC-approved procedures to communicate with and transmit information to accurately obtain and relay information to and from dispatchers and/or health care providers.
  • Conducts or assists with the training of personnel in CPR, basic and advanced emergency medical care techniques.
  • Follows safety procedures, utilizes safety equipment and monitors work environment to ensure safety of employees and other individuals.

Work Schedule: Rotating shifts, including holidays and are subject to recall to maintain adequate coverage of the ambulance service 24 hours a day, 7 days a week. Mandatory overtime may be required due to run times that may extend beyond normal scheduled work hours.

Basic Requirements:

1. Must possess and maintain current licensure, certification or registration for emergency medical technician. (A legible copy of the current licensure, certification or registration must be submitted with your application package.)

2. Must possess and maintain current Advanced Life Support (ALS) provider certification. (A legible copy of certification must be submitted with your application package.).

3. Must possess and maintain a current, valid state driver's license. (A legible copy of your current driver's license must be submitted with your application package. If selected, the incumbent must obtain and maintain a Texas driver's license.)

Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.


Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing ongoing patient care duties during patient transport; performing minor triage while making decision based on assessment of patient; screening patient health history, complaints, medications, and identifying health related conditions that may impact health status during transport; administering Basic and Advanced Life Support care; use of radio equipment to communicate with dispatch and healthcare providers; inspection and operation of transport vehicle; utilizing various tools and equipment to safety transport patients, etc.

OR

Applicants may substitute education for the experience required for the GS-06 level.Six months of graduate education may be substituted for specialized experience. The education must be directly related to the work of the position. One year of full-time study is considered to be 18 semester hours. Transcripts must be submitted reflecting number of credit hours earned at the graduate level in order to substitute education forspecialized experience.

OR

Applicants may also combine education and experience to qualify at the GS-06 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-06. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work involves extended periods of heavy moving, repositioning and lifting of patients. Generally, the work requires recurring bending, lifting, stooping, and stretching to position patients. Actions may be under adverse conditions, in confined surroundings which may cause the incumbent to experience cuts, bruises, etc., requiring the MCTT to comply with special safety and health precautions.

Work Environment: Work may expose the MCTT on a regular basis, to infection and contagious diseases, is required to work in all types of weather conditions, and faces risks and discomforts to include the occasional possibility of noxious fumes and dangerous substances, requiring the employee to comply with special safety and health precautions and/or use protective gear. Must be able to wear and tolerate an N95 or equivalent mask.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-06 position you must have served 52 weeks at the GS-05 level.
