Veteran Service Representative

GS-0996-7 Target 10

  • Within a team environment, the Veterans Service Representative (VSR) serves as primary contact for the veteran and his/her representative or advocate and the decision maker for compensation and pension claims.
  • Works as a member of one of the Teams in the Veterans Service Center.
  • Explains benefit programs and entitlement criteria, conduct interviews, identifies issues, gathers relevant evidence, adjudicates claims, and inputs data necessary to generate the award and notification letter for veteran payments.
  • Controls pending issues or schedule future actions, and release complete, correct notifications of benefits determinations.
  • Conducts interviews in person or by telephone with veterans, representative, and advocates.
  • Makes determinations relative to VA hospitalization, outpatient treatment, institutional, or domiciliary care, and basic eligibility for vocational rehabilitation.
  • Acts as advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.To support your claim that you have the required time-in-grade, your must submit your most recent promotion, within-grade increase, or appointment SF-50. if you previously held a higher grade, you must also submit any SF-50 showing that grade Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The VSR Career Advancement is GS-7/9/10. After advancement through the career ladder grade levels, the incumbent may be promoted to the full Performance Level (GS-10) without further competition after meeting time-in-grade and specialized experience requirements. Upon attaining the GS-10 grade level, employee will be required to take the VSR Skills Certification test.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
  • Technical assignments that are related to claims or benefits processing or eligibility determinations;
  • The interpretation of laws, rules and/or regulations and the analysis of documents to determine eligibility for benefits, quality assurance or perform auditor functions.

Such experience may have been gained in:

  • Claims Processing for: a State or Federal Agency, Insurance Company, Worker's Compensation, Disability Retirement or Pension Program
  • Human Resource positions which involved determining Employment Qualifications, Job Classification, or determining eligibility for benefits.
  • Loan Assistant/Specialist positions which involved loan eligibility determinations
  • Quality Assurance Specialist
  • Auditor.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or a bachelor's degree with superior academic achievement.

OR,

  • Combination: Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. .
You will be rated on the following Competencies for this position:
  • Competency 1 - Knowledge of the laws, regulations, and procedures pertaining to analyzing/adjudicating veterans claims for compensation, pension, or related benefits.
  • Competency 2 - Skill in writing that reflects organization of subject matter and support for your position and conclusions.
  • Competency 3 - Ability to effectively communicate orally.
  • Competency 4 - Ability to effectively work with others in a team environment.
  • Competency 5 - Ability to act as a mentor, identify training needs, and instruct personnel in performing tasks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Work is sedentary.
