Job Description
Human Resources Specialist

This position is located in the Veterans Benefits Administration (VBA) Human Resources Center (HRC) at the Denver Federal Center. As a Human Resources (HR) Specialist, you will service the HR needs for VBA Regional Offices across the Western United States. The HR Specialist serves as a 'generalist,' administering a broad range of human resources management functions to include:

  • Advising on a wide range of human resource management programs considering the various functional specializations (i.e. staffing, classification, etc.) and developing workable solutions
  • Identifying recruitment sources and advising management on appropriate staffing methods
  • Providing recruitment services to customers, including: developing job analyses and crediting plans, posting job announcements, and determining applicant eligibility and qualifications
  • Classifying positions at all grade levels
  • Advising on employee relations issues such as work attendance, work performance, and behavior problems
  • Assisting in writing and disseminating office-level HR policies in accordance with changes in law or regulation
  • Researching and interpreting complex human resource management laws, regulations, and policies for application to a wide variety of HR functions
  • Reviewing and approving personnel action coding in the VA personnel system
Work Schedule: Monday through Friday; compressed work schedule may be authorized; telework (up to three days per week) may be authorized after one year.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
  • The grade progression for this position is: GS-11/12.

To qualify for the Human Resources Specialist position, applicants must meet all requirements by the closing date of this announcement (11/08/2017).
TIME-IN-GRADE:Applicants who are current Federal employees or have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-11 position you must have served 52 weeks at the GS-09 level.
  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
SPECIALIZED EXPERIENCE: Applicants must meet the following requirements for each grade level at which they are applying.
You may qualify at the GS-11 level if you fulfill either the experience or education requirement as follows:
  • One year of specialized experience equivalent to the GS-09 grade level in Federal service applying Federal civilian Title 5 human resource principles, procedures, and regulatory guidance to provide technical guidance on recruitment, staffing, pay setting, and associated personnel actions. This includes the use of automated systems for processing of personnel actions issuing job announcements, conducting qualification determinations, providing assistance to customers regarding human resources issues, and drafting technical responses to inquiries, problems, and complaints. Examples include:
*Reviewing recruitment request packages for conformity to staffing policy, to include adequacy of specialized experience statements and competencies, in order to produce job opportunity announcements via USA Staffing.
* Researching and interpreting the Code of Federal Regulations and agency Handbooks to respond to management questions on staffing issues;
* Collaborating with hiring officials to develop job analyses and crediting plans in order to improve recruitment for clerical, technical, professional, or administrative positions.
* Independently investigating and resolving personnel processing issues by identifying regulatory inaccuracies and making personnel system adjustments.
* Making eligibility and basic qualification determinations for vacancies and defending the reasoning to disagreeable applicants.
OR
  • A Ph.D, equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in Human Resources
OR
  • A a combination of specialized experience and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
You may qualify at the GS-12 level if you fulfill the following qualification requirement:
  • In addition to the experience required for the GS-11 level (described above), you must possess one year of specialized experience equivalent to the GS-11 grade level in Federal service advising management and providing flexible alternatives for problem resolution in a variety of Federal civilian Title 5 human resource areas (staffing and recruitment, classification, and employee relations) and/or conducting quality reviews on complex and controversial Federal civilian Title 5 human resource situations. This includes classification of clerical, technical, professional, and administrative positions at various grade levels and providing technical guidance on employee relations (ER) issues. Examples include:
* Reviewing employee personnel records to determine probationary status and right to appeal in accordance with federal law.
* Conducting quality reviews on peers' recruitment products, ensuring adherence to applicable regulations, identifying trends, and recommending areas for improvement.
* Drafting office-wide procedures based on changes in legislation or policy.
* Classifying positions from cradle to grave: assisting in position description development, identifying appropriate series/grade, and writing classification evaluation statements justifying the final determination.
"Experience" refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Physical Requirements: The work normally involves mental rather than physical exertion, often working under strict deadlines or under stressful situation.
Location: This position is NOT virtual. If selected, you will physically work at the Denver Federal Center in Lakewood, CO.
