Job Description
Financial Manager (Deputy Chief Financial Officer)

TheDeputyChief Financial Office (DCFO), sharing fully in the duties, responsibilities and authorities of the Veterans Integrated Service Network (VISN) CFO, is responsible for advising the VISN CFO, other members of the VISN management team, and those within VISN health care facilities in all aspects of financial management. VISNs are vertically and horizontally integrated health care systems serving Veterans across a broad geographic area. VISNs provide a full continuum of health care services through medical centers, community based and in-home programs, clinics, and extended care facilities. In support of the provision of Veterans' health care, theDeputy CFO shares accountability and responsibility for a complex integrated financial system for VISN 1 carrying out policies and procedural instructions as established by the Secretary. Under Secretary for Health, VISN Director, and other authorized VA representatives (e.g., VA and VHA CFO). The CFO provides advice concerning financial management, serving as a technical expert for resource matters. The incumbent will directly administer the VISN accounting, audit and payroll operations.

In addition, the following dutiesare included and are not limited to:

* Assist the VISN CFO with the planning, direction, coordination, operation and internal evaluation of financial activities. Takes a proactive role in meeting the needs of financial staff and senior managers. Represents the VISN CFO in his/her absence.

* Provides technical support for the analysis, formulation, and execution of VISN 1's financial/budget plan. Develops plans that are based on effective controls and realistic projections. Ensures compliance with VACO policies concerning appropriate use of funds.

* Consistently strives, through planning and conduction of studies, to achieve financial goals to demonstrates valuesfor resources expended.

* Responsible to assess and trend financial performance initiatives to re-engineer, share, and conserve resources to maintain an efficient health care systems.

* Prepares and analyzes VISN 1's Annual Operating Plan along with other financial/management reports.

* Incumbent assists in executing line authority, responsibility for the operations of the VISN level services that include employee accounts, employee travel, non-MCCF accounts receivable, and payments.

* Provides expert advice, coordination, support and oversight concerning accounting, agent cashier, voucher examiner, MCCF accounts receivable, payment and internal auditing, activities that are facility based and managed.

* Provides VISN advice, coordination and support for sharing arrangements.

* Works with VISN financial staff to assure sound fiscal practices and performance.

* Performs complex analytical studies, financial analyses, program planning and outcomes evaluations.

WORK SCHEDULE: Full time, Monday through Friday, 8:00am to 4:30pm

NOTE: May be required to serve one (1) year Supervisory Probationary Period, if not already completed.

NOTE: This position is covered by locality-based comparability pay.
NOTE: Travel and relocation expenses are authorized.
NOTE: Selectee may be required to work at anyNew EnglandHealthcare System campus, as needed.
