Job Description
Program Support Assistant

This position is located in the Fiduciary Hub and includes a variety of different duties and responsibilities. The incumbent:

  • Serves as a primary contact for the veteran and his/her representative or advocate for all fiduciary issues and greets all visitors.
  • Generates various types of correspondence, to include, but not limited to, letters, reports of contacts, reports and responses to FOIA requests.
  • Responsible for the care and maintenance of the Principal Guardianship Folder (PGF) and ensures that all pertinent records and documents are preserved and filed in chronological order.
  • Creates electronic files in the computer system and scans documents into the workload management system.
  • Operates scanners in order to accept a variety of documents. Reviews documents after scanning to ensure documents are clear and legible.
  • Conducts quality reviews and verifies record integrity by ensuring all documents are scanned and that the electronic folder is an exact duplicate of the hard copy file.
  • Reviews and recommendations of the incumbent will be utilized to set the Quality Assurance parameters for any given business day.
  • Responsible for general maintenance of the scanner.
  • Facilitates the work flow between Fiduciary Hub and other Regional Offices by utilizing all systems available.
  • Receives, opens, reviews and date stamps all incoming correspondence and coordinates the basic routing of mail and other correspondences to the proper location.
  • Establishes or updates control action, to include BFFS, VETSNET, BDN, and COVERS.
  • Explains basic VA benefit programs and entitlement criteria to fiduciaries and custodians. Assists with the completion of applications and forms.
  • Develops straightforward evidence in conjunction with fiduciary claims and assists the VSRs, LIEs and Field Examiners with the gathering of evidence for more complex cases. Reviews evidence for completeness.
Work Schedule: Monday through Friday 8:00am-4:30pm

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
  • The grade progression for this position is: GS-05/06

TIME-IN-GRADE: As a current Federal employees you must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • GS-05 does not have a time in grade requirement.
  • For a GS-06 position you must have served 52 weeks at the GS-05 level.
SPECIALIZED EXPERIENCE: Applicants must meet the following requirements for each grade level at which they are applying.

GS-05: Applicants must have One (1) year of specialized experience equivalent to at least the next lower grade (GS-04) performing the following duties:
  • Specialized experience must document basic clerical and customer service skills, and the ability to research and review available records/documents and piece together pertinent information from a variety of sources.
OR
  • Applicants may substitute four years above high school education for the experience required for the GS-05 level. Must provide transcripts from an accredited university.
OR
  • Applicants may also combine education and experience to qualify at the GS-05 level. To calculate: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-06: Applicants must have One (1) year of specialized experience equivalent to at least the next lower grade (GS-05). In addition to having the experience met for the GS-05 level the specialized experience must reflect: administrative knowledge, experience, and skill in providing clerical and program support to an office, to include typing a variety of correspondence, greeting customers, and maintaining office files.
Education is not a substitute for the GS-06.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.PHYSICAL REQUIREMENTS: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.The following documents are required:
