This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

This position is located in the Management Support Division (MSD); within the Directors Office (DO) of the Financial Services Center (FSC), providing high level of support to the facility operations, infrastructure, and facility administrative operations for up to 1000 employees and contractors. The position provides facility advice to management on all facility issues. The primary function of this position is to handle facility physical structures, utilities, roadways, surrounding grounds and ensure the FSC facility is maintained to standards in order to complete the FSC mission. Facility operations include programs and services essential to maintain a safe, healthy, and comfortable complex.

Major Duties:
  • Plan and coordinate all work requirements to maintain care of buildings.
  • Oversee facility management resources, service contracts, space utilization, physical security and information resources.
  • Maintain facility information resources statement of conditions, architectural drawings, emergency system schematics, critical utility shut-off locations, maintenance records, and inspection documentation using the Facility Management System where applicable and available.
  • Attend meetings to keep informed of policies and activities and to provide information on facility operation and maintenance activities.
  • Coordinate with contractors and personnel on construction projects to assure they are complying with plans and specifications.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. For a GS-12 position, you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your education/experience, as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.

For the GS-11: You must have one year specialized experience to at least the GS-09 level. The Specialized Experience includes in-depth knowledge of principles, methods, and practices of programs and services essential to maintain a safe, healthy, and comfortable complex, physical structures, utilities, roadways, and surrounding grounds; experience in developing and implementing physical security plans for facilities designated as Level I or Level II security by Federal Protective Service; and experience in leading a police or security team.
OR
You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. The degree must be in education or a subject area related to the position to be filled. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. (Transcripts Required)
OR
You may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. (Transcripts Required)

For the GS-12: You must have one year specialized experience to at least the GS-11 level. Specialized experience includes knowledge of comprehensive range of principles, concepts, and methods of facility physical security sufficient to identify security requirements to ensure adequate security of buildings and grounds; plan and coordinate all work requirements to maintain care of buildings; oversee facility management resources, service contracts, space utilization, physical security and information resources; attend staff meetings, working groups, and coordinate with various personnel to accomplish facility work.

Note: Applicants please note there are no education substitutes at the GS-12 level of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves physical activities such as walking, climbing, and bending to perform a variety of tasks associated with checking high-voltage electrical equipment, climbing on roof tops of multi-story buildings, etc. while inspecting equipment and systems. The employee must continually stay alert and take special precautions including wearing special protective items of clothing.

Unique Position Requirements: The performance of contracting officer's representative (COR) duties requires the Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR). The COR duties of this position require FAC-COR Level II certification (at least 40 hours of appropriate training and one year of previous COR experience). This certification must be obtained within one year of appointment to this position and must be maintained as long as the position is occupied and COR duties are performed.
