Veterans Claims Examiner

This position is located in the Veterans Benefits Administration (VBA) Pension & Fiduciary, In Washington, DC. The functions of this staff are to conduct Systematic Technical Accuracy Reviews (STAR) quality audit and validation of claims processing actions in compliance with statutory, regulatory, and published Veterans Benefits Administration policies. The incumbent monitors operating programs and activities supporting compensation services provided to veterans, their dependents or beneficiaries. Formulates and recommends instructions, directives, guideline, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to veterans. Deals with issues of both sensitive or of a high-profile nature while advising leadership on the national or local impact of changes in process, protocol, or legal statues, which may impact or shape the future direction of the organization.





Work Schedule: 8:00 am to 4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2017.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

GS - 13: 52 weeks at the GS - 12 level.

AND

Specialized Experience:

Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in the development, examination, investigation, adjudication, and authorization of claims for disability compensation, disability pension, death compensation, death pension benefits, life insurance benefits, etc. Such experience is to be substantive and relevant to the position being filled.

There is no Educational Substitution at the GS-13 grade level.



VA CAREER TRANSITION AND ASSISTANCE PROGRAM (CTAP) AND INTERAGENCY (ICTAP) In accordance with VA Handbook 5330, a CTAP/ICTAP eligible will received special selection priority consideration if (1) applying at or below the grade level from which separated with no greater promotion potential than the position from which separated, (2) is within the commuting area, and (3) is determined to be "well qualified" for this position.

VCE-Applicants must be determined to be "well-qualified" to be referred for consideration. This means that you must have experience in the development, examination, investigation authorization of claims for disability compensation, disability pension, death compensation, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL REQUIREMENTS: The work, which involves mental rather than physical exertion, is primarily sedentary and requires no special physical exertion. The work involves the use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that the incumbent lifts and carries reference books, files, and similar items. No special physical demands are required.



This position has a position-sensitivity level of Public Trust-Low Risk. Selections made under this announcement are conditioned upon favorable adjudication of a National Agency Check with written Inquiries (NACI) per VA Handbook 0710. An investigation will be conducted after the effective date of the selection. An individual currently holding the appropriate clearance does not require additional investigation. An individual receiving unfavorable adjudication is ineligible to remain in this position.
