Job Description
Budget Technician
DUTY LOCATION: Charleston, SC

This position organizationally falls under the Fiscal Service of the Ralph H Johnson VA Healthcare System. The
incumbent will be responsible for administering a budget with multiple funding sources covering resource
management, reimbursable items, and congressional initiatives covering single, multi-and no-year funding periods.
Providing technical budget support in developing and monitoring the facility's budget. End-of-quarter and end-of-year
close out processes. Performing technician and analytical work in support of facility budget analysis and
administration. Serving as Critical point of contact for tracking and monitoring of expenditures by program,
adding/deleting fund control points, and advising managers on the status of their specific program budgets. Utilizing
data sources to download and format raw data. Performing technician and analytical work in support of facility
budget analysis and administration. Performing duties which facilitate the conduct of more complex and detailed
review and analysis functions conducted by the supervisor and higher-level co-workers. Assembling, reviewing, and
maintaining complex accounting, budget or other fiscal transactions, e.g., verifying the accuracy of budgetary data.
Adjusting dollar amounts of accounts by line item and budget object code. Preparing reports on the status of all
funding. Research or investigate problems or errors that require reconciling and reconstructing incomplete
information. Conducting extensive and exhaustive searches for required information, or performing actions of similar
complexity. Developing data for inclusion in annual operating plans and the budget formulation cycle. Performing
technician and analytical work in support of facility budget analysis and administration. Creating and maintaining
spreadsheets, databases or other automated software. Performing duties which facilitate the conduct of more
complex and detailed review and analysis functions conducted by the supervisor and higher-level co-workers.

Data entry -gathering, reviewing, and consolidating narrative information and data used by higher level coworkers
to present budget requests and formulate budget recommendations. Routine reporting of budget and
program data; preparing preliminary budget estimates for review. Participating in the budget formulation process by
compiling, consolidating, reviewing, and presenting funding requests



Work Schedule: 7:30 AM - 4:00 PM (M-F), Compressed Work Schedule may be available

Promotion Potential: The selectee may be promoted to the full performance level without further competition when
all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not
guarantee promotion to the full performance level.

To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level. Specialized experience includes: providing assistance to an accountant or budget analyst; processing authorizations; and monitoring fund control points, recording and preparing information regarding budgets, distributions of allotments, obligations and expenditures; and utilizing computers and software such as Microsoft Excel and Word.


GS-7: One (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-06 level of Federal service. Examples of related, specialized experience include: knowledge of the laws, regulations, policies, and procedures pertaining to budget execution and funds management; managing funds and budgets in a healthcare environment or medical facility; maintaining multiple fund control points; monitoring expenditures, commitments, and obligations; preparing budgets for maintenance, repair, construction, utilities usage, waste management, occupational health and safety, etc.; maintaining and reconciling accounts; analyzing and tracing discrepancies; making budget and account adjustments to manage finances; and preparing reports for historical data, trending analysis, and other reporting mechanisms to determine the needs of the service/program.

The employee spends a limited amount of time lifting objects up to 40 pounds while restocking supply areas for customer department; twisting, bending and stretching while putting away or reorganizing stock.
