Job Description
Claims Assistant

The incumbent will work as an Appeals Resource Center (ARC) team member. The Claims Assistant serves as a primary contact for the Veteran and his/her representative or advocate for compensation and pension claims. The Claims Assistant will analyze the general subject matter of diverse correspondence and correctly route to the appropriate customer. Analyzes correspondence using the computer and supporting software to route the correct location. Routes claim folders to correct locations inside and outside the ARC when needed. Updates computer systems to include suspense dates and reasons. The Claims Assistant explains benefit programs and entitlement criteria and will be expected to perform core duties with the assigned team's mission; analyzes the claim and determines if the disposition of the claims and control action has been appropriately identified; develops straightforward evidence in conjunction with claims; establishes or updates control action; facilitates workflow between the team and other Appeals Resources Center (ARC) teams; independently performs weekly WIPP (work-in progress program) reviews; prepares reports of contact; receives, opens, reviews, and date stamps all incoming correspondence; processes dependency questionnaires; develops and assembles all evidence required for burial and plot claims; schedules all requests for hearings; explains basic VA benefit programs and entitlement criteria; provides administrative support to the Team; and performs other related duties as directed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: file clerks, eligibility clerks, program assistants.

You will be rated on the following Competencies for this position:
Competency 1 - Ability to write clearly, presenting facts in a logical order.
Competency 2 - Ability to communicate orally with people from a variety of backgrounds.
Competency 3 - Ability to read, interpret, and analyze correspondence, regulations, and data to extract appropriate information from them.
Competency 4 - Skill in using a variety of computer software and automated systems.
Competency 5 - Ability to work independently and in a team environment, establish priorities, and organize work to stay within prescribed time limits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work is physically demanding and consists of the incumbent transporting rolling carts weighing up to 100 pounds, routine bending and lifting of claims folders, boxes, or other items weighing approximately 20 pounds. Filing and retrieving folders, boxes and other items that can weigh approximately 20 pounds on shelves that requires the use of other items that can weigh approximately 20 pounds on shelves that requires the use of a step stool. Occasionally, it will be necessary to lift and carry larger and heavier files.
