Job Description
Management and Program Analyst

As Management and Program Analyst for Quality Resource Service (QRS), the incumbent will utilize a variety of management skills to perform all such duties as are necessary to support the administrative and management responsibilities of the Quality Resource Service. In thisservice the incumbent independently plans and schedules work necessary for improvement initiatives consistent with the board goals and objectives. The incumbent provides expertise as a data management specialist involved with the coordination, analysis and evaluation of data use and Quality Improvement implementation and participates with top management in determining program emphasis and changes needed throughout the Medical Center to improve overall performance and quality of patient care. The Management and Program Analyst reports directly to the Chief, Quality Resource Service.

  • Responsible for fact finding, analyzing data and making technical decisions to improve efficiency of Quality Improvement activities.
  • Actively involved in day to day activities of QRS, with specific emphasis on quality of patient care.
  • Provides analysis and evaluation of qualify assurance activity workflow.
  • Develops tools and other procedures to further enhance productivity and efficiency using accepted analytical methods.
  • Develops and oversees spreadsheets for tracking; identifying trends an driving improvement of quality care.
  • Collects, stores,analyzes and reports data both to the Medical Center Leadership and to the VISN.
  • Participates in administrative research, management analysis, quality assessment, and development of reports.
  • Investigates inquiries from patients, families, members of Congress, and other parties and prepares an appropriate response.
  • Prepares necessary documentation for Human Resources Management personnel actions.
  • Serves as a trainer for data collection and management.
  • Responsible for assisting with the annual budgetary requirements.

Work Schedule: Monday - Friday 8:00am - 4:30pm

Specialized Experience:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing data and making technical and administrative decisions to improve efficiency and effectiveness of quality improvement activities; preparation of quality reports, review policies and procedures; provide analysis and evaluation of quality assurance activity workflow; develops and oversees spreadsheets for tracking.

3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

OR

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you p0ssess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Physical Requirements:Work is primarily sedentary. Some walking between buildings to other offices carrying/lifting small and/or lightweight office equipment, books, manuals, supplies, etc. Standing and bending, may carry lightweight items. Work involves working with computers and office equipment. Long periods of sitting and telephone calling.
