Human Resources Specialist (Info Sys)

This position is designated to serve as a Human Resources Specialist in the Human Resources Management Serviceand serves as Coordinator of the Quality Review Program. The incumbent is responsiblefor the management and quality review of all HR InformationSystems to ensure accuracy and compliance with regulations and interpretation of theorganization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. The incumbent will develop plans and recommendations to correct deficiencies in human Resources Information Systems and will establish and modify processes to Information Systems to meet organizational goals, objectives, and changing needs.

Work Schedule: Monday through Friday, 8:00 am to 4:45 pm

Specialized Experience:

All applicants mustpossess one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-11 level, specialized experience must be equivalent to the GS-9 level; for theGS-9 level, specialized experience must be equivalent to the GS-7 level.Examples of specialized experience would typically include, but are not limited to: experience gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevantwork may be qualifying if it provided evidence to perform the duties of the position to be filled.

OR

Applicants may substitute education for the experience required. For the GS-9 level, applicants may substitute a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. or J.D. if related. For the GS-11 level, applicantsmay substitute a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M. if related.

OR

Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: This position is sedentary in nature.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-09 position you must have served 52 weeks at the GS-07 level.
