Counselor, TRIO/Upward Bound (2 Positions) (6774) |
The TRIO/Upward Bound Counselor plans, schedules and implements individual and group counseling sessions that address students' non-academic barriers to learning and build capacity in social-emotional competencies. He or she will diagnose and develop counseling plans for each program participant and integrate with individual academic plans. The Counselor will provide consultation and intervention services to program participants, as needed, promote parental involvement, and maintain effective relationships with counseling staff, teachers and administrators at target schools. He or she will assist with administrative activities for the TRIO/Upward Bound program, including recruitment and selection of program participants, monitor, coordinate and implement the program’s academic year and summer components, support the development of a participant tracking system, and work to help prepare and submit annual program reports.
Additionally, the TRIO/Upward Bound Counselor corroborates with the department’s Educational Advisors in supporting program participants with completion of post-secondary applications for higher education programs, any necessary financial aid paperwork, and scholarship materials, in addition to submitting a report of placement by end of the senior program year in keeping with program objectives on post-secondary placement. He or she will continue support by developing, implementing and submitting results of follow up studies on all program graduates through completion of post-secondary education completion.
The Counselor will also perform outreach activities to support and promote program goals and outcomes, and promote parental involvement in counseling and academic component.
Further duties and responsibilities may be assigned by the in support of the program’s mission and goals. This is a part-time position at Southern Illinois University Edwardsville’s East St. Louis Higher Learning Center. The hours for this part-time position are Monday-Thursday, 2:30-5:30 pm, and the 1st and 3rd Saturday of each month from 8 am – 12 pm.
The SIUE East St. Louis Center manages six TRIO Upward Bound Program grants that serve 500 students from School District 189, Cahokia, SIUE East St. Louis Charter High School, Brooklyn, and Madison. Upward Bound is a federally funded college preparatory program for students in middle and high school. The purpose of these programs is to increase the likelihood that low-income first generation college students will graduate from high school and enroll in post-secondary education.

Qualifications & Requirements
Minimum Acceptable Qualifications:
-Bachelor's degree required;
-Two years of counseling experience with educational programs that address the needs of low income, first generation disadvantaged youth;
-Knowledge/experience in TRIO;
-Knowledge and use of computer software applications (Guidance Information System).
-Master's degree preferred in Educational Counseling, Social Work or Student Personnel;
-Licensed clinical social worker or eligibility for licensing preferred.
