Job Description
Purchasing Agent

Incumbent is a member of the Logistics (Supply Chain Management) Service at the Department of Veterans Affairs Harry S Truman Memorial Veterans Hospital, Columbia MO. This position is a purchase card holder who fulfills acquisition requests under the federal micro-purchase threshold, ensuring these purchases are procured in accordance with Federal and VA regulations, policies, and procedures. Maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities at a VA Health Care System and supported catchment area. Duties may include but are not limited to:

1. Conducts purchasing under the micro purchase threshold.
2. Coordinates sources of supplies and acceptable substitutions.
3. Makes purchases involving specialized requirements and/or commercial requirements.
4. Utilizes various web-based applications to identify required sources of supply.
5. Conducts open market research for purchases of routine equipment, supplies, and services.
6. Examines incoming procurement requests for completeness.
7. Provides procurement support throughout the procurement cycle.
8. Utilizes departmental software to produce printouts for logistic and medical staff.
9. Collects data to determine price reasonableness.
10. Identifies factors to determine the best offer applicable for procurement.
11. Maintains accountable procurement records and auditing information.
12. Maintains inventory of supplies or equipment.
13. Obtains facts for making decisions or recommendations.
14. Monitors purchase requests and active and delinquent invoices, and processes receipts.
15. Monitors purchases and reconciles credit card billing statements.
16. Conducts follow up action on undelivered orders and aged purchase card transactions to close out purchase orders.
17. Advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities.
18. Answers telephones and refers calls.
19. Provides clerical support and coordination to approving officials and administrators.
20. Performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility.
21. Responds to requests or complaints.
22. Develops reports and spreadsheets, obtains and organizes files, and retrieves reports for briefings and presentation purposes.
23. Reviews, assembles, and maintains procurement related files and related systems.

Work Schedule: Monday - Friday; 7:30am to 4:00pm or 8:00am to 4:30pm

Specialized Experience:

Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience may include performing a variety of standard purchasing duties; knowledge of government supply sources; maintained comprehensive supply records; managed a government purchase card to include reconciliation and resolving discrepancies; provide basic clerical support including timekeeping for the Logistics service.

Applicants may substitute a Bachelor's degree (in any field) or successful completion of (4) years of education abovehigh school leading to a Bachelor's degree. NOTE: When substituting education for the required experience, only the two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. COPY OF TRANSCRIPTS REQUIRED
OR

Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05.

Physical Requirements: Work is primarily sedentary and is carried out in an office setting. There exists prolonged periods of working at a computer terminal. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Incumbent may carry/lift items weighing up to fifty (50) pounds.
