Job Description
Supervisory Health System Specialist (Planning and Systems Redesign Section Chief)

The incumbent serves as the Chief of Planning, which includes the oversight of the Capital Planning and Interior Design Departments. Responsibilities include management of the facility master plan, coordination of Strategic Capital Investment Program (SCIP) and other capital/facility planning submissions, coordination/oversight of Major Construction Projects throughout all phases of the project (planning, construction, and activation/turnover), management of the facility's interior design needs, and support of the facility's Strategic Plan through the facility planning process.

Work schedule: Monday - Friday 7:30 am - 4:00pm

This medical center operates 24 hours, seven days per week and you may be required to work days, evenings, nights, holidays, and/or weekends, to include modification in shifts and/or tours of duty, to meet medical center and patient care needs.

Time-In-Grade Requirement:Current Federal employees must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. For this vacancy announcement, applicants must have completed at least 52 weeks at the GS-12 grade level to be eligible for the GS-13 grade level.An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well ascurrent employeesapplying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

QUALIFICATIONS REQUIRED:

Candidates must have atleastone year of specialized experience equivalent tothe GS-12 grade level in the Federal Service.

Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA) to perform successfully the duties of the position, and that is typically in or related to the work of the position. Examples of specialized experience would typically include, but are not limited to conducting space utilization studies, program development, program evaluation, project coordination, liaising with internal and external partners, systems redesign/LEAN practices/activities, staff supervision, and resource/space allocation.

There is no education substitutionat the GS-13 level.

You will be rated on the following competencies as part of the assessment questionnaire for this position. Narrative responses are not required at this time.

1. Knowledge and ability to facilitate, coordinate, and manage short term and long term projects.

2. Knowledge of systems redesign activities including LEAN and process improvement.

3. Knowledge and ability in the enforcement and implementation VHA facility planning rules, regulations, and programs.

4. Ability to coordinate multiple and competing projects and priorities.

5. Ability to facilitate and lead small, large, and diverse teams.
