Supervisory Program Management Officer (Business Process Management)

Directs Business Process Management (BPM) projects for financial and data management activities, functions, and modernization plans for internal VA operating programs. Ensures the coordination of BPM project management and support activities, project management oversight activities, project management process improvement initiatives and project management information system policies and procedures. Directs all major business policy and operations issues, assessing options, and makes recommendations relating to financial management matters, financial operations, financial policy, financial planning, audit readiness and material weakness remediation, and major financial system modernization planning. Keeps the Deputy Director and ADAS for FPIAR fully informed of financial and data management project activities related to or impacting business process management. Participates in regular briefings of the Deputy Assistant Secretary for Finance, OI&T, and provides consultation and advice to all key VA officials. Delivers speeches and briefings for regular and special presentations in the assigned areas of responsibility. Manages end-to-end process documentation and mappings while supporting new process implementation and works closely with testers to ensure proper flow and application of system rules and requirements within testing and production systems. Builds relationships and collaborates with corresponding program areas in NCA, VHA, VBA, OI&T, and other VACO offices. Facilitates the planning, development, installations, and evaluation of pilot studies and test procedures in collaboration with Administration staff and other interested VA organizations. Directs the coordination for all financial business process re-engineering, including work breakdown structures, project schedules, resources, dependencies, risks and requirements. Establishes the overall goals, objectives, and priorities for the organization and works with subordinates to plan the work to be accomplished.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level.


Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated experience as an expert in financial management policy, research, and related fiscal administration management. Experience managing an entire project life cycle to include management of the entire project life cycle to include initiating, planning, executing, monitoring and controlling, closeout; risk management, configuration management, reporting, performance measurements and earned value management, including monitoring and inspecting subordinate and contractor work and performance. Has executed projects planning, budgeting, cost feasibility studies and subsequent support for multiple interrelated projects having interdependencies. Has conducted extensive review of complex historical data relevant to projects to apply cost analysis, planning, and budgeting methods. Experience managing and directing successful implementation a new agency system for a large and complex organization. Established testing protocols over key phases and activities to assure compliance with implementation schedules. Experience negotiating to gain acceptance in implementing findings and recommendations on financial and data management systems improvements. Experience supervising a team.

There is no educational substitution for the GS-15 level.

- Ability to plan, distribute, coordinate, and monitor work assignments of others to include evaluating work performance and ensuring staff are appropriately selected, utilized, and developed.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.
