Job Description
Human Resources Specialist-Recruitment/Placement GS-201-11

The incumbent providesadvice to managers, supervisors, and employees regarding recruitment and placement actions that are covered under Title 5, Title 38, and Hybrid 38 positions. Provide advice on recruitment strategies, and sources and special programs which emphasize affirmative action in staffing positions. Provides advice and assistance to managers and supervisors in the development of crediting plans. Announces vacancies under the Merit Promotion Program, using USA Staffing and through direct hire, or delegated examining authority, or through OPM. Offers advice concerning the best qualified candidates in keeping with agency staffing goals and programs. Makes qualification determinations, rates and ranks applicants against crediting plans, and advises subject-matter experts and panels who may assist with the recruitment process. Prepares certificates of eligible candidates and ensures that all placement actions meet regulatory requirements. Prepares and processes WEB HR 52's. Collaborates with management in developing short and long-range staffing plans to forecast mission requirements.

WORK SCHEDULE: FULL-TIME :08:00am- 04:30pm.

Physical Demands: This position is mainly sedentary, except for walking to local meetings and carrying briefcases and luggage when in travel status.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.The grade may have been in any occupation but must have been held in the Federal service.

Quality Ranking Factor:

A Quality Ranking Factor* has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. For the GS-11 Human Resources Specialist you must have 1 full year of specialized experience directly related to the duties of this position.Specialized experience includes: experience gained working in a Human Resources Office working with managers and supervisors regarding personnel issues related to recruitment and placement; conducting recruitments following applicable procedures; researching, interpreting, and applying recruitment and placement regulations, policies, and laws; providing counsel and assistance concerning rights and entitlements to employee benefit programs; determining and verifying qualification requirements including credentialing and licensing, verifying education credentials, professional certifications and registrations; and, preparing reports and correspondence timely. This experience must have been equivalent to at least the GS-9grade level in the Federal Service.

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (Transcript Required), obtained in an accredited college or university which may be substituted for specialized experience to qualify for this grade 11, Human Resources Specialist (Recruitment/Placement) position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

ELIGIBILITY: Your eligibility will be based on the following criteria. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not, are rated ineligible and are eliminated.

2. Are you acurrent VISN permanent employee? An SF50 must be submitted for verification of status eligibility.

3. Are you a veteran? A DD Form 214 (member 4 copy) must be submitted for verification of veteran status.

KNOWLEDGE OF HUMAN RESOURCES STAFFING AND RECRUITMENT PRINICIPLES, CONCEPTS, LAWS, REGULATIONS, TECHNIQUES, AND GUIDELINES SUFFICIENT TO SUPPORT AN ORGANIZATIONS RECRUITMENT AND PLACEMENT PROGRAM.

ABILITY TO ADVISE MANAGEMENT ON THE USE OF AUTOMATED PROCESSES ASSOCIATED WITH RATING AND RANKING APPLICANTS AND ISSUING MERIT PROMOTION CERTIFICATES.

ABILITY TO DEFINE ISSUES;DETERMINE APPLICABLE PRECEDENTS, LAWS, OR REGULATIONS.

ABILITY TO PERFORM INTERNAL PLACEMENT DUTIES INCLUDING CONDUCTING JOB ANALYSIS, PREPARING PROMOTION AND PLACEMENT PRODUCTS, AND ISSUING PROMOTION AND REFERRAL CERTIFICATES.

ABILITY TO PROVIDE GUIDANCE TO MANAGEMENT ON ALL RECRUITMENT AND PLACEMENT ISSUES.
