Job Description
SUPERVISORY PROGRAM SPECIALIST GS-0301-12 (Practice Manager)

This position functions organizationally as a PRACTICE MANAGER. Together with the Practice Chief of Opthamology, the Practice Manager plans, organizes, and directs all administrative, operational, patient care and personnel activities for the Practice assigned. The incumbent participates in all operational and administrative aspects of the Practice, including the hiring, evaluation, and discipline of staff; providing direction and support to staff; and assuring that the Practice operates efficiently and cost-effectively. In addition, the employee functions as the Operations Manager, enhancing the quality of service provided to the patients and increasing patient satisfaction.

WORK SCHEDULE: Full-time, 8:00am - 4:30pm, Monday thru Friday

Physical Demands: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.

The incumbent of this position is not required to file a financial disclosure report.

Time-in-Grade Restriction - Federal employees must have held the grade of GS-11 in the past 52 weeks for one (1) year in order to meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.


Specialized Experience Requirement: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 level of Federal service. Examples of related, specialized experience include: Applying analytical and evaluative methods and techniques to issues or studies, knowledge of overall mission of the JJPVAMC, knowledge of major issues involved facing the Medical Center , its goals, objectives and work processes; and ability to exercise judgment in all phases of analysis.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge of functional areas, such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas.

2. Knowledge of management analysis principles and concepts; medical facility mission, functions, goals and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations.

3. Ability to analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement.

4. Ability to manage multiple tasks, including planning and organizing work.

5. Knowledge of administrative concepts, principles and pratices sufficient to foresee problems and perform studies designed to evaluate procedures/processes.

6. Ability to take a leadership role in positively motivating staff, and implementing programs and special projects.

7. Ability to develop and recommend ways to improve the effectiveness, efficiency, and timeliness of work operations.

Position is subject to completion of 1-year Supervisory probationary period.
