Student Trainee (Pathways Internship, Financial Management)

As a Student Intern (Financial Management)for the Deputy Assistant Center for Finance, Debt Management Center, you will:

*Perform a mix of clerical and technical functions related to debt collection, the majority of work performed will involve the processing and disposition of correspondence regarding debt handled by the Debt Management Center (DMC).

*Review and approve proposed repayment plans and notify debtors of approval and repayment terms.

*Provide audit explanations of the debt.

*Review and process requests for waivers, compromise offers, notice of disagreement and appeals.

*Research and take action to clear items resulting from rejected payments or offers.

Provide data entry support to the Accounts Analysis and Research Section.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.Selection at a lower grade level does not guarantee promotion to the full performance level.

Internship Program:

Pathways internships are open to current students who are legally permitted to work in the U.S. To be eligible, you must also be enrolled in an accredited high school; college (including four-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree program; or other qualifying educational institution, pursuing a qualifying degree or certificate. Upon completion of the Pathways Program, the selectee may be converted to a permanent competitive service position contingent upon meeting program requirements and the needs of the agency. Conversion may also be based on Superior Academic Achievement (S.A.A.) based on (1) class standing, (2) Grade Point Average (G.P.A.), or (3) honor society membership.

Pathways Intern Eligibility Requirements:
To be eligible for this internship ALL of the following requirements must be met:

*Student Status: Definition of a student - applicant must be enrolled or accepted for enrollment in an accredited high school, technical or vocational school, two-year or four-year college or university, graduate/professional school, or certificate program equivalent to at least one academic year of full-time study (go to http://www.ed.gov/accreditation?src=rn to verify accreditation status) pursuant to 5 CFR 362. You must be considered in good academic standings by the school. Individuals must be taking at least a half-time academic, vocational, or technical course load leading to a degree, diploma, or certificate. "Half-time" is defined by the school in which the student is enrolled.

*Background Investigation: You must successfully complete a background investigation to determine your suitability for Federal employment.

*Pathways Participant Agreement: All interns are required to sign the Participant Agreement.


Specialized Experience:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization.Specialized experience is defined as work that involves (1) General knowledge of debt collection, debt collection laws, policies and procedures. (2) Knowledge of computerized payment systems and the ability to audit payments to determine cause of over/underpayment. (3) Experience in office environments, performing clerical work of increasing difficulty.

Applicants may substitute education for the experience required for the GS-05 level. Education must be 4 years above a high school education.
OR
Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned. When substituting, you cannot use the first 60 semester hours that you earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1 year combination required for the position.

A transcript must be submitted with your application demonstrating eligibility for the program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
