Job Description
Hospital Housekeeping Officer

This is a Supervisory Hospital Housekeeping Officer Position supporting the Environmental Management Service located at the Grand Island campus of the Nebraska-Western Iowa Healthcare System. The Hospital Housekeeping Officer directs, coordinates and manages the work of all environmental service programs. These programs are primarily concerned with the quality and business operations of environmental services within the healthcare system.

Principal duties are to adviseon supervise, or perform work involving the development, coordination, direction and management of hospitalhousekeeping programs.The major concern of theprogramis the maintenance of environmental sanitation withinacceptable levels of bacteriological, as well as visual, cleanliness.

TheHousekeeping Officer must have a thorough understating of:

* Environmental Management Services (EMS) and facility regulations, principles and policies
* Pathogen control and sanitation techniques
* Waste management and environmental-sustainability practices
* Personnel and material management principles
* Business operations (e.g., budget, procurement and contract management)
* Textile care and linen delivery systems
* Pest control management practices
* Planning and scheduling

Work Schedule:Monday - Friday 8:00 am to 4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement Wednesday, October 04, 2017.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include, but are not limited to:

  • Ability to exercise broad managerial knowledge and technical expertise within the various disciplines of the service.
  • Experience in laundry and linen management.
  • Ability to formulate program policy, plans, organizes, directs, staffs, budgets and coordinates a comprehensive program for health care network.
  • Knowledge of environmental sanitation, infection control and the choice and use of antimicrobial agents in the disinfection, sanitization and/or sterilization of surfaces and equipment.
  • Ability to implement and maintain a sound environmental sanitation program including requirements related to hazardous, toxic and infectious wastes and provisions for their final disposition.
  • Knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

OR
Applicants may substitute education for the experience required for the GS-09 level.Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. orJ.D. if related.

OR
Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. ***A transcript must be submitted with your application if you are basing all or part of your qualifications on education. ***

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level.

PHYSICAL EFFORT: The physical layout of the facility and the immediate span of control over area maintenance and environmental services operations require frequent walks throughout a multi building campus. Incumbent will be required to frequently walk throughout the interior and exterior of the campus. The position requirements include but are not limited to the following: Constant walking, standing, bending, stooping, squatting, and working in awkward positions. Climbing of ladders and stairs and use of arms and legs for high cleaning. Heavy lifting as much as 50 pounds and must be able to lift large laundry bags of 40 pounds (dry weight) or more at least five feet to load laundry carts. Moving of large laundry carts, linen and trash carts, and heavy recycle bins. Pushing of recycle tubs, cleaning carts, and heavy trash bins. Ability to control very heavy, self-propelled equipment weighing over 1,600 pounds.
