Job Description
Human Resources Assistant

This position is located in the Human Resources Center (HRC)-Denver, which is located in Lakewood, Colorado, and has the responsibility for approximately 15 Regional Offices located in the Western United States. The Human Resources Assistant is responsible for providing technical support in recruitment, staffing, data systems and records, employee benefits, and clerical related activities for one or more assigned VA Regional Offices. Specific duties may include but are not limited to:

  • Provides technical support in recruitment and staffing activities;
  • Reviews personnel requests submitted to determine the nature of staffing action and source of candidates (merit promotion, special placement programs, etc.);
  • Explains how Veterans' preference affects the selection process; consults with selectee for commitments and releasing offices to set enter-on-duty (EOD) dates;
  • Makes written and verbal offers of employment and confirms dates using standard letters;
  • Notifies candidates of selection and obtains release dates and enters data on personnel request forms and coding sheet for data input;
  • Maintains merit promotion files including establishment of vacancy announcements; prepares vacancy announcements; prepares a certificate of eligibles; prepares notices of selected and non-selected candidates; answers questions from applicants and operating officials regarding the status of vacancy announcements; and checks for timeliness and completeness of necessary forms;
  • Initiates a full range of personnel actions;
  • Processes applications and forms for benefit transactions and explains features of employee benefit programs; and
  • Uses electronic systems consisting of hardware and software components in an office environment to store, retrieve, manipulate, transfer, compute and/or print information.
Work schedule: Standard 5 day, 8 hour, full time (40 hours a week). Actual hours to be determined and may vary to carry out the mission; may be granted a flexible/alternative work schedule (AWS) with supervisory approval.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Specialized Experience: You must have at least one year of specialized experience equivalent to the next lower grade level as described below.

  • GS-06 Level: To qualify for this position at this grade level, you must have at least one year of specialized experience, equivalent to the GS-05 grade level in the Federal Service, performing the following duties: experience that provided knowledge of employee benefits programs; recruitment and staffing processes; data systems and records; and broad experience in processing personnel actions.
  • GS-07 Level: To qualify for this position at this grade level, you must have at least one year (52 weeks) of specialized experience equivalent to the GS-06 grade level in the Federal Service performing the following duties, in addition to the duties stated above, specialized experience reviewing personnel actions for accuracy and completeness; computing and establishing service computation dates (SCDs); determining Veterans preference entitlement, and researching and providing specific information concerning HR processes and procedures pertinent to recruitment and staffing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Work is primarily sedentary, with some walking, standing, bending, and carrying of lightweight items such as files, records, and books. There are periods of intense activity and concentration to meet deadlines.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled veterans). For a GS-06 position you must have served 52 weeks at the GS-05 level. For a GS-07 position you must have served 52 weeks at the GS-06 level.

The SF-50 must indicate proof of status (for example, you were/are a career or career-conditional employee) and should identify your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). Please do not provide an Incentive Award SF 50 as it does NOT reflect required information.
  • Other Evidence of eligibility to apply (ex. DD-214, Schedule A letter, Peace Corps NC verification, etc.).
  • Veterans, if claiming preference: DD-214, Certificate of Release from Active Duty showing dates of service and type of discharge. Disabled veterans must include VA letter & SF-15 if claiming 10 pt. preference. Current active duty members must submit certification that they are expected to be discharged or released from active duty under honorable conditions no later than 120 days after date the certification is submitted.
Documentation supporting your eligibility for a non-competitive hiring authority, as applicable (i.e. DD-214 showing character of service/discharge, SF-15 and VA Rating Letter, Schedule A Letter, etc.) OR an SF-50, if you are or were a Federal employee (documenting your status eligibility and meeting time-in-grade requirements).
