Job Description
BIOMEDICAL ENGINEER

Incumbent is directly responsible for developing, implementing and monitoring a complex Clinical Engineering program. He/she is responsible for the management, coordination, and supervision of the Biomedical Engineering Sections of Engineering/Facilities Management. In such a capacity, the incumbent provides recommendations to the Manager, Engineering/Facilities Management , concerning projected Clinical Engineering Sections resource requirements of personnel, facilities, budget, training, equipment, etc., utilizing knowledge of finances, section goals, service and medical center objectives. The incumbent manages the Biomedical Engineering Section resources to provide cost effective and responsive services to the medical center in the maintenance, repair, safety, etc., of biomedical and electronic devices and systems. The incumbent employs innovation and technical expertise to develop techniques, protocols and policies, which are often unprecedented, for ensuring that biomedical and electronic equipment is maintained and used properly and effectively. The incumbent continually monitors, evaluates and implements changes to the biomedical program activities, insuring compliance with all VHA, JCAHO, NFPA, OSHA, CAP, etc., policies and standards.

The incumbent is the primary technical resource for the medical center in those areas requiring Clinical Engineering expertise. The incumbent provides recommendations to the professional staff regarding the selection, specification, implementation, modification, and safety, etc., of medical and electronic equipment. Incumbent evaluates and assesses the feasibility and design of major and minor construction projects, and NRM projects when they are related to biomedical functions. Incumbent assures that all work is in compliance with governing standards (VHA, JCAHO, NFPA, CAP, NRC, etc.) by utilizing manufacturer's specifications, his/her knowledge of standards, and the operational and maintenance aspects of biomedical equipment. Incumbent is able to plan, design, and supervise the construction of special medical units utilizing biomedical equipment.

Incumbent is responsible for providing technical expertise to the medical center Environment of Care program in issues involving medical equipment safety. He/She works to both identify and respond to possible hazards associated with medical devices through review of safety publications, equipment history, and reported equipment problems, incidents, and accidents. The incumbent acts as a key advisor in medical device safety investigations (including Safe Medical Device Act reporting and patient incidents) and in providing appropriate recommendations for corrective actions. The incumbent also has responsibilities for providing education to the VA staff in their roles and functions in the Medical Equipment Management Program (MEMP) and medical equipment safety.

Basic Requirements:

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education and/or Experience:

(1) Bachelor's degree: Professional engineering. To be acceptable, the curriculum must: (a) Be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or, (b) Include differential and integral calculus, and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics and/or dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics and/or hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); or (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR,

(2) Combination of education and experience: College-level education, training, and/or technical experience that furnished: [a] a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and [b] a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering. The adequacy of such background must be demonstrated by 1 of the following:

1. Professional registration: Current registration as a professional engineer by any State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than a written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State board's eminence provision as a manufacturing engineer typically would not be rated eligible for biomedical engineering positions.

OR,

2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners of a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

Applicants who have passed the EIT examination and have completed all the requirements for either [a] a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, OR, [b] a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within, or closely related to, the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph 2.b.(1).

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations: Completion of at least 1 year of specialized experience equivalent to the next lower level; or completion of a post-doctoral research fellowship in the field of biomedical engineering, and must fully meet the following KSAs:

1. Skill in advising clinical and administrative staff on medical engineering technology, including existing and emerging technology and which addresses viability, long-term suitability, compatibility, and/or safety.

2. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.

3. Skill in managing and directing the work of others to accomplish programs goals and objectives.

4. Ability to deal effectively with individuals or groups representing widely divergent backgrounds,

interests, and points of view.
