Job Description
Inventory Management Specialist

The Inventory Management Specialist position is in the Logistics Service and supports the Battle Creek Medical Center and associated community-based outpatient clinics and is located at in Battle Creek, MI. You will be responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s). Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. You will provide training and assistance to customers and coworkers in support of inventory and equipment management programs.

You will conduct short, mid and long term advance-planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyze data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Ensure equipment accountability at each service line is appropriately managed, assigned, and monitored. Maintains Equipment Inventory List (EIL) accounts. You must maintain a constant review of equipment inventory and data to ensure that the electronic status is accurate based on frequent physical inventory.

Additionally, your duties include:

  • Asset inventory management and control.
  • Research, bar coding, and management of the Equipment Inventory List (EIL) system.
  • Functions involve the work of managing, regulating, coordinating, or otherwise exercising inventory control over non-expendable property.
  • Ensuring equipment accountability and appropriately managed, assigned and monitored.
  • Scheduling and conducting physical inventories.
  • Maintaining accountable property and receipt documents.
  • Analyzing data impacting procurement decisions.
  • Conducting market research on product pricing and performance.
  • Researching and conducting analysis of potential cost savings, efficiencies and process improvements using quantitative analysis and historical usage patterns.
  • Utilizing performance measures to conduct forecasting and quantitative analysis.
  • Conducting short, mid and long-term advanced planning for non-expendable assets

Work Schedule: Monday through Friday, 8:00 a.m. - 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center.

The incumbent in this position will not be required to file a financial disclosure report.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-07 Grade Level

Specialized Experience: Possess at least 1 year of specialized experience equivalent to at least the GS-05 grade level in the Federal service. Examples of specialized experience include: Responsible for managing, coordinating, controlling, and purchasing a variety of supplies and equipment. Responsible for scheduling, conducting, documenting physical counts of inventory supplies and equipment.

OR

Education: Possess (1) full year of graduate level education or superior academic achievement.

OR

Combination: Possess a combination of specialized experience and education required to qualify at the GS-07 level as described above. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the GS-07 level; then determine your experience as a percentage of the experience required for the GS-07 level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for the GS-07 level.

GS-09 Grade Level

Specialized Experience: Possess at least 1 year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Examples of specialized experience include: served as Inventory Management Specialist; maintaining adequate inventories; performed warehouse or other storage facility management duties that involved conducting and maintaining inventories.

OR

Education: Possess a master's or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

OR

Combination: Possess a combination of specialized experience and education required to qualify at the GS-09 level as described above. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the GS-09 level; then determine your experience as a percentage of the experience required for the GS-09 level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for the GS-09 level.

You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Moderate lifting, 45 pounds and over. Moderate carrying, 15-44 pounds. Light carrying, under 15 pounds. Reaching above shoulder. Use of fingers. Both hands required. Walking, Standing, Kneeling, and Repeated bending. Both legs required. Near vision correctable at 13" to 16" to Jaeger 1 to 4. Far vision correctable in on eye to 20/20 and to 20/40 in the other. Hearing (aid permitted). Mental and emotional stability. Environmental Factors: Outside and inside. Dust. Working around machinery with moving parts.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-7 position you must have served 52 weeks at the GS-5 level; for a GS-9 position you must have served 52 weeks at the GS-7 level.
