Head of Control Testing - Corporate Real Estate and Procurement|
This role required a leading specialist in CRE and Procurement control testing with specific expertise to supporting the delivery of HOST Management Testing and Targeted Reviews. The purpose of this support the delivery of the Management Testing and Targeted Review strategy with a focus on the material CRE and Procurement risks impacting HOST and support the US regional coverage of testing across Operations, Corporate Real Estate, Procurement and IT.
This role requires specialist knowledge in CRE and Procurement assurance testing and experience of applying this across a global function focusing on the most material risks. The role will require supporting the development of the testing methodology and approach with training required to the wider global Testing COE. The role also acts as an SME as part of the COE Testing Leadership Team to support, guide and advise others in this CRE and Procurement specialism, including other senior specialists within COE Testing and CCO Line of Business Leads/ Regional Leads.
Impact on the Business
- Manage Management awareness and engagement around CRE and Procurement Management Testing and Targeted Reviews impacting, including addressing senior CRE and Procurement governance forums to explain the results of control testing, findings and key recommendations
- Responsible for supporting the delivery of testing across the US Region for Operations, Procurement and CRE
- Provide expertise and guidance on control testing across HOST for area of responsibility
- Manage all aspects of CRE and Procurement Management Testing on behalf of the CCO of the Global Business, Global Function or Region
- Manage Targeted Reviews impacting CRE and Procurement and work with other Testing COE leads on behalf of the CCO of the Global Business, Global Function or Region
- Ensure transparency and accuracy of deliverables, as will be reported to Senior Management, Stakeholders and Executives
- Critical judgment and decision making activities in relation to the identification and publication of control testing of CRE and Procurement findings; identifying the key risks and issues, and their underlying driver.
Customers / Stakeholders
- Establish and flourish relationship with CCO Leadership Team, specifically Globally for CRE and Procurement and Regionally for Operations and IT
- Maintain an effective stakeholder-network for this domain and partner with 2nd and 3rd line of defence including Operational Risk, Compliance, ISR, Audit etc.
- Balance priorities between Global Head of Testing COE, Global Head of Targeted Reviews, Global Head of Management Testing and CCO Leadership demands
- Be resilient in the face of, sometimes acute, pressure to redact findings and recommendations. The jobholder must act with courageous integrity at all times, ensuring that findings and recommendations reflect only empirical evidence even where doing so can cause some discomfort to sections of the senior management team.
Leadership & Teamwork
- Support and communicate a clear vision for CCO COE Testing that is aligned to the overall HSBC vision, Values and goals, and inspires and engages people to create an inclusive, high performing, customer-centred culture
- Deliver the CRE and Procurement component of the testing strategy for Management Testing and changes/ impact based on the response to internal or external events
- Build ‘trusted advisor’ relationships with internal customers and stakeholders at a global and regional level to understand their objectives
- Agree global scope of CRE and Procurement Management Testing and support the regional scope for Operations and IT
- Develop and motivate the Testing COE to attract, retain and develop the capacity, capability and talent to provide for succession and ensure delivery of testing objectives
- Set expectations, share best practice and manage, monitor, coach and develop leaders and others to ensure that they maximise their performance, meet the required standards, and continuously develop their capabilities and experience
- Lead and encourage constructive cross-country and cross-business teamwork by demonstrating collaboration and matrix management in action and taking prompt action to address any activities and behaviours that are not consistent with HSBC's diversity policy and/or the best interests of the business and its customers
- Manage CRE and Procurement testing budget in accordance with Finance standards
- Provide knowledge, management oversight and support to other team members who require CRE or Procurement specialist knowledge and skills. Coaching and mentoring activities will be central to this.
- Assist the CCO Leadership Team in management of their teams with respect to CRE and Procurement control effectiveness
Operational Effectiveness & Control
- Partner with CRE and Procurement to identify, measure, mitigate, monitor, and report risk
- This job holder is required to exercise sound executive decision making and related judgments; they must operate with a significant degree of autonomy, flexing the approach taken to the particular objectives and constraints that apply
- Lead the continuing development, implementation and improvement of the processes, structures, capabilities, capacity and infrastructure needed to deliver agreed CRE and Procurement plans and targets, collaborating with colleagues to maximise end to end integration, effectiveness and efficiency.
- Establish and maintain a robust and efficient Management Control testing process to ensure compliance with HSBC policy and procedures, together with early identification and effective resolution or escalation of control issues that arise
- They must provide management with visibility of both forward looking and present delivery issues, especially on the completion of critical reviews impacting CRE and Procurement
- Assure the transparency and accuracy of review reporting to CCO Leadership Team
- Risk management focus continues to be heightened due to breaks in controls regularly appearing in the press
- To close the gap between willful blindness to pro-active management will require a full cultural change within the bank.
- Striking the correct balance between Risk management and meeting business needs without compromising the standards of CRE and Procurement internal controls such that operational risk is not increased beyond accepted parameters
- Driving a positive internal control culture across the CRE and Procurement and US management teams and cascading throughout the organization
Strong risk management and internal control are core elements of the Group’s strategy and all staff are responsible for managing and mitigating operational risks in their core operations. This responsibility is particularly critical in the context of our obligations under the Deferred Prosecution Agreement and is a key component in our determination to adopt and enforce the highest standards in HSBC. The Group has adopted a risk management and internal control structure, referred to as the Three Lines of Defense, to ensure it achieves its commercial aims while meeting regulatory and legal requirements and its responsibilities to shareholders, customers and staff.
HOST Businesses are accountable and responsible for their day to day activities and processes, their management of risks arising and the controls to mitigate those risks. Certain processes and activities may be outsourced, externally or internally to Operations, IT, Procurement or Corporate Real Estate. Outsourcing does not, however, diminish management responsibility for comprehensive risk management and remediation.
This GCL explains these responsibilities as they apply to all of the HOST Businesses and Regions:
- Support the implementation of the control testing strategy within the CCO Function and across CRE and Procurement, including resource capability
- Raising awareness and understanding of CRE and Procurement risks, controls and risk management
- Lead the delivery of CRE and Procurement management testing for the CCO Function
- Ensure CRE and Procurement testing activities are aligned to the CCO strategy and ensure testing is focused on the highest priority areas
- Deliver the CRE and Procurement annual plan of control testing across HOST and report on progress to the Testing COE LT on a monthly basis
- Own the HOST Control Testing Methodology and supporting testing guidance
- Liaise with the Head of CRE and Procurement and US Heads of Operations and IT Testing to deliver the annual plan
Management of Risk
This will be achieved by consistently displaying the behaviours that form part of the HSBC Values and culture and adhering to HSBC risk policies and procedures, including notification and escalation of any concerns and taking required action in relation to points raised by audit and/or external regulators. Specifically:
- To continually re-assess the CRE and Procurement operational risks inherent in the business based on the completion of Management Testing and CRE and Procurement impacting Targeted Testing , taking into account the findings identified, changing economic or market conditions, legal and regulatory requirements, operating procedures, management restructures, and the impact of new technology.
- The jobholder is responsible for leading the CRE and Procurement Management Testing of effective controls that mitigate operational risks. In executing these responsibilities, the Group has adopted risk management and internal control structure referred to as the ‘Three Lines of Defence’. The jobholder should ensure they understand their position within the Three Lines of Defence, and act in line with Operational Risk Policy, escalating in a timely manner where they are unsure of actions required
- The jobholder has responsibility for overseeing and ensuring that CRE and Procurement Operational Risks are managed in accordance with the Group Standards Manual, Risk FIM, & relevant guidelines & standards. The jobholder should comply with the detailed expectations and responsibilities for their core role in operational risk management through ensuring all actions take account of operational risks, and through using the Operational Risk Management Framework appropriately to manage those risks.
- The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.
Observation of Internal Controls
- Maintains HSBC internal control standards, including timely retesting of CRE and Procurement controls that have been remediated through the completion of internal and external CRE and Procurement audit points together with any issues raised by external regulators.
- Understands, follows and demonstrates compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business in which the jobholder is involved, specifically CRE and Procurement Internal Controls and any supporting policies and procedures.
- The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by assessment of all relevant CRE and Procurement procedures as part of the Management Testing, keeping appropriate records of CRE and Procurement testing working papers and supporting evidence.
- The jobholder will implement measures to support Operational Risk across the HOST businesses and Regions. This will be achieved by liaising with Operational Risk about ongoing initiatives, such as ORTP, and ensuring there are adequate CRE and Procurement testing resources in place and training provided.

Qualifications & Requirements
- Demonstrable expert knowledge in CRE and Procurement operational risk management, internal control, or internal audit preferably within a banking operations and / or IT Function
- Proven project / process management experience with a solid delivery track record driving change
- Strong communication and interpersonal skills to a wide range of individuals and groups and at different levels of seniority
