The Assistant Director, Non-Federal Team, Office of Sponsored Research (OSR) under the general direction of the Director, OSR, provides high-level leadership and direction, and has day-to-day management responsibility for the teams providing central pre-award and non-accounting post award functions and services related to the administration of sponsored projects at Fred Hutch. The Assistant Director, Non-Federal Team, provides comprehensive management and supervision of OSR teams responsible for pre-award and non-accounting post award functions.  As a part of the OSR leadership team, the Assistant Director ensures that a high level of service to and partnership with the Fred Hutch research community is achieved and consistently maintained.


  • Oversee all aspects of proposal review, award administration, institutional reporting and OSR's activities related to the negotiation and acceptance of sponsored project agreements, as well as activities related to drafting, issuing, negotiating and executing Subawards, and meeting sub recipient monitoring obligations under Fred Hutch prime agreements. Ensure that negotiations of award terms, and the terms of subawards to other entities, protect the interests of the Hutch, its faculty and staff while balancing those interests with the legitimate needs of the sponsors and sub recipients.
  • On behalf of Fred Hutch, and within delegated authority, exercise independent signature authority for submitting proposals, negotiating and accepting/executing awards, determining the need for legal review and coordinating institutional policy exceptions, and oversee OSR staff with such delegated authorities.
  • Provide day-to-day supervision, conduct staff training, set team goals and objectives, implement team-building strategies, employ outcome measures to evaluate goal attainment (individual and team benchmarks), evaluate staff, maintain job descriptions, and take corrective action as needed.
  • Manage the recruitment, hiring, orientation and professional development of the OSR teams.
  • Continuously assess OSR teams regarding their ability to maintain high-quality, value-added services in response to the workload volume and complexity; implement efficiencies and new, creative approaches where necessary to address increases in workload volume or complexity.
  • Ensure that OSR personnel possess current, expert knowledge of applicable federal regulations, laws, state statutes, and Hutch policies and procedures, as they relate to the management and administration of sponsored projects
  • Establish standards for OSR service delivery; develop and monitor internal performance measurements to ensure high levels of customer service and accomplishments of objectives.
  • Serve as an expert for interpreting, explaining and applying Fred Hutch and sponsor policies, as well as federal and state regulations related to research administration issues.
  • Act as a liaison with extramural sponsors and regulatory oversight agencies as necessary, including internal and external audit.
  • As part of the OSR management team, analyze and evaluate the impact of federal and state regulations on the policies, systems, processes and directions of OSR; operationalize and implement policy and procedure changes as necessary in coordination with university senior management and research community partners to ensure compliance and minimize audit risk for the Hutch.
  • Develop and implement new or revised OSR policies, guidelines and procedures.
  • Participate with OSR leadership in short-term and long-range strategic planning.
  • Participate in the development of systems requirements, coordination of user input, user training, and implementation of applicable information technology systems and solutions.
  • Serve as an expert campus resource regarding proposal and award administration for federal, non-profit, state and local government and for-profit sponsors, and for interpreting and applying research regulations and policies, guidelines and procedures related to the administration, management and oversight of sponsored projects and research administration. 
  • Advise Fred Hutch personnel and leadership of critical and/or sensitive issues related to sponsored projects administration.
  • Represent OSR at institution-wide meetings and teleconferences, and attend professional meetings and conferences of research administration societies and associations.
  • Participate in the development and delivery of institution-wide training initiatives in research administration.
  • Special projects as assigned.


  • A bachelor's degree in a related field and five years of sponsored research, grants management or related experience, which includes management experience, or an equivalent combination of education, training and experience.
  • Demonstrated ability to function successfully as an effective part of a management team and within a collaborative team environment in a complex organization.
  • Ability to quickly analyze complex information using logic and reasoning to define problems, identify patterns, tendencies and relationships, formulate logical and objective conclusions and recognize alternatives and their implications.
  • Ability to conduct and support short-term and long-range strategic planning, including the ability to assess multiple variables and objects and develop effective recommendations.
  • Demonstrated ability to lead and make well informed decisions with little or no guidance.
  • Demonstrated skills to supervise and motivate professional and administrative staff, including recruiting, selection, training, mentoring, coaching, delegation, performance review and formal and informal evaluation.
  • Excellent interpersonal and communication skills and demonstrated ability to balance tact, diplomacy and assertiveness. Demonstrated ability to establish and maintain effective working relationships among a diverse constituency to define and achieve mutual goals and objectives.
  • Ability to exercise diplomacy and ability to handle highly confidential matters in a discreet manner.
  • Expert knowledge of regulations, laws, and sponsor policies related to sponsored projects administration, including the Code of Federal Regulations (CFR); Office of Management and Budget Circulars and 2 CFR 200; Federal Research Terms and Conditions (including Agency Specific Terms and Conditions) and Federal Acquisition Regulations and working knowledge of external regulations, laws and sponsor policies related to other areas of research administration including, protection of research subjects, disclosure of financial interests, financial management of sponsored projects, and electronic research administration. Working knowledge of Federal, Non-Federal and Industry sponsored projects.
  • Demonstrated, expert-level negotiation skills and experience.
  • Expert knowledge of electronic research administration systems.
  • Excellent presentation skills sufficient to present and explain complex concepts, practices, policies, guidelines and procedures and their underlying principles to a diverse audience at all organizational levels.
  • Ability to produce and deliver training curriculum on complex and technical issues.
  • Strong writing and editing skills, including the ability to write and format professional correspondence and reports.
  • Demonstrated computer skills such as word processing, use and development of spreadsheets and database use.
